Description
This is a Market Survey to locate sources capable of manufacturing and/or supplying ECUs to replace NSN: 4120-01-521-2697. The replacement ECU must be in accordance with (IAW) Item Specification A3359752 to be used with the PATRIOT Missile Defense System's Battery Command Post (BCP)/Shelter, non-expandable, lightweight, utility, NSN 5411-01-436-3326. The replacement ECU is a self-contained, electrically powered unit that provides a minimum of 18,500 BTU/Hr. for cooling or 12,000 BTU/Hr. for heating, at 600 CFM. It utilizes 230 VAC, single phase 50/60 Hz. The ECU must be in a split-pack configuration which consists of a separate condenser and separate evaporator unit. The ECU is controlled by the ECU Control Unit, which is part of the Evaporator Unit, and is located on the front equipment rack above the workstation inside the shelter. The Evaporator Unit also houses the Evaporator Coil and the Heater Coils. The ECU cools, warms, or circulates existing shelter air, it does not bring in new outside air. The Condenser unit contains the Compressor, Compressor Coils, and Sight Glass all housed in one unit that is located on the front outer wall of the shelter. This acquisition is for a one-time buy of between 0-75 ECUs with an option for spare parts packages to be provided with the ECUs. The Original Equipment Manufacturer (OEM) for the ECUs the Army intends to replace is Engineered Environments Incorporated. Suppliers and/or manufacturers capable of furnishing replacement units must email their response to scott.h.mahoney4.civ@mail.mil. The response must include a valid DD FORM 2345 certified by the Joint Certification Office (JCO) - Instructions to obtain a certified DD FORM 2345 can be found at https://www.dlis.dla.mil/jcp/. Include production lead time, production capacity by month, surge capacity, number of years part will be available, ranges for price breaks if applicable or any other information that could affect the acquisition, supply and delivery of the parts If the respondent was a previous supplier to the OEM listed, for the existing NSN, they should also include documentation such as a copy of a purchase order if a supplier was a vendor to the listed source or a statement from the listed source demonstrating that the supplier can supply the Army with replacement ECUS.. Furthermore, respondents should also complete the survey questionnaire below.. Upon a potential contract award, First Article Testing may be required to warrant the item supplied will satisfactorily perform when used for the Army's intended purpose.. This is not a screening information request or request for quotations or proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The purpose of this market survey is to solicit statements of interest and capabilities from industry, including small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms.
