- The Health Readiness Contracting Office (Provisional) (HRCO (P)) - Joint Base San Antonio, Fort Sam Houston, Texas, intends to award a sole source, firm-fixed price (FFP) contract to the Children's Hospital of Philadelphia (CHOP), located in Philadelphia, PA, DUNS: 073757627, Cage Code: 0GXU0. CHOP completed a research project in 2014 which was designed to understand the risk of child maltreatment underreporting to the Army Family Advocacy Program (FAP). The study included analysis and reporting on Tricare and Army Central Registry databases from years 2001 to 2007. This follow-on requirement is for the replication of the analysis and reporting on Tricare and Army Central Registry databases for years 2008 to 2014. The period of performance will be three (3) months with an option to extend services up to six months. The statutory authority permitting acquisition of the requirement by other than full and open competition is 41 USC 1901 as implemented by FAR 13.501(a)(1)(ii), simplified procedures for certain commercial items. CHOP has the established data-user agreements with both Tricare and the Army Central Registry. Additionally, CHOP is also the only source capable of immediately providing the same analytical methods using the established algorithms utilized in the 2014 study. The North American Industrial Code System (NAICS) code is 518210 with a size standard of $32.5M. Points of contact (POCs) are Ms. Selena R.
