Description
Synopsis Incorporating Emergency Response (ER) with Maintenance Management Technology-Phase I This is a Pre-Solicitation notice (synopsis) for a small business set-aside. The Federal Highway Administration (FHWA) has a requirement to investigate current ER procedures by local and State highway agencies on a national level, with a particular focus on resource ordering, asset tracking and management, communication protocols, and the technological needs and gaps associated with their practices. Phase I will investigate existing highway agency ER protocols, processes, and communication, identify needs and gaps, pinpoint good practices among transportation maintenance operations, identify tools to aid in resource ordering and training, and develop national plans-of-action on how best to incorporate technology, existing or yet to be developed, into these operations. The primary objective of this project will be to investigate the methods, materials, regulations, challenges, needs, and gaps regarding highway maintenance emergency response. This will be accomplished through the documentation of best practices, and the development of case studies, that include the tools that agencies are currently using, or have tried and subsequently modified or stopped using. The secondary objective will be the development of a work plan for the development and/or further refinement of tools that will address the needs and gaps that were identified in the primary objective. Expertise in the following areas is anticipated to be needed: State, county, and local highway maintenance operations, emergency response operations pertaining to departments of transportation (DOTs), including need, gaps, and challenges. Maintenance Quality Assurance Programs (MQAs) in the asset management context, for all sizes of DOT, Maintenance Management Systems (MMSs), and Mobile technology platform application development. The NAICS code for this requirement is 541330 with a small business size standard of $15 million. This competition is restricted to only those businesses that qualify as small for that NAICS code and size standard. The RFP will be released and available electronically at www.fbo.gov. Interested parties may register at the aforementioned site to receive a variety of procurement announcements/notifications.
