Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for William J Hughes Technical Center (WJHTC) Building 316 Chillers Replacement as outlined in the Draft Statement of Work (SOW). 2. Incumbent Contractor - N/A 3. Nature of Competition: The acquisition strategy for the procurement has not been determined at this time. The FAA anticipates the procurement to be set-aside for competition among small business concerns. This determination for the level of competition will be based on the results of this market survey. 4. Standard Language Interested companies are reminded that “ (a) This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense. 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is either 238220 (Plumbing, Heating, & Air Conditioning Contractors) OR 236220 (Commercial and Institutional Building Construction). 6. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement “ Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) technical approach, (iii) SPECIFIC CORPORATE EXPERIENCE, WHICH MUST INCLUDE: Vendors must have completed a minimum of five (5) projects which involved the installation of chiller(s) 500 tons or greater. The listed projects must involve multiple discipline or trades and must have been completed within the past six (6) years. These projects must be performed with at least 51 % of your firm ™s workforce, not including the cost of materials and equipment. In addition, two (2) of the projects must be for replacement of chiller(s), 500 tons or greater, in an existing active facility in which cooling needed to be maintained during the replacement of the chiller(s). (iv) any additional information to assist the FAA in planning the acquisition strategy The capability statement should not exceed ten (10) pages in length. (b) Business Declaration “ Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Response Requirements All responses must be received via email at Benjamin.Tarr@faa.gov no later than 1 PM (EST) on May 13, 2016. Vendors must contact the Contracting Officer, Benjamin Tarr, with any questions regarding this market survey via email only at the email address above. 8. Other (a) The FAA will not be conducting a site visit or pre-qualification until after the results of this market survey are realized. Drawings/specifications are not currently available. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the FAA. 9.
