Description
SOURCES SOUGHT SYNOPSIS The 99th Contracting Squadron, Nellis AFB, NV is issuing this sources sought synopsis as a means of conducting market research to determine the interest and capability of sources for a potential small business set-aside. Interested parties should have the resources to construct a 2,400 - 3,000 sq. ft. storage facility per appendix 1. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236210. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information is issued for planning purposes and does not constitute a request for proposals. Responses to this notice will assist the Government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Magnitude of Construction: Between $1,000,000 and $5,000,000. Request interested firms respond to this notice and provide the following If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, business address, email address, Web site address, if applicable, telephone number, and size and CAGE code for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will assess market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; providing key supervisory personnel and risk mitigation. Note: It is highly recommended that prospective contractors be registered in the System for Award Management (SAM) database as registration is required for the contract awardee. Registration requires applicants to have a Commercial and Government Entry Code (CAGE) and Data Universal Numbering System (DUNS) number from Dun and Bradstreet. Registration usually takes up to 14 days to process. Recommend registering immediately in order to prevent any delays. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. All responses under this Sources Sought Notice must be emailed to dillon.lucas@us.af.mil If you have any questions concerning this opportunity please contact: A1C Dillon Lucas at dillon.lucas@us.af.mil APPENDIX 1: Purpose and Objectives REPAIR: Contractor shall remove the existing hoist/pulley from the hangar bay located on the west end of the building. Disconnect the AFFF (Aqueous Film Forming Foam) concentrate supply from the existing wet-pipe system servicing the hangar. Modify valves in concentrate supply from normally open to normally closed, and abandon the existing AFFF system components in place. Provide signage in the Fire Sprinkler Riser Room indicating that the AFFF system is abandoned and inoperative. Disconnect the foam control panel from the fire alarm panel. Provide and install four modular office trailers to be located in the maintenance bay of hangar. Installation of the trailers shall include connection to the building electrical and communication systems, providing an independent HVAC system with supply and return ducting to the trailers, and connection to the building fire alarm and fire suppression systems. Remove ‘KATO' and rectifier equipment currently located in Electrical Room to make room for new transformers serving modular office trailer. Conduct partial demolition and renovation in interior room. Work includes, but is not limited to, removal of the existing soffit, acoustical ceiling tiles and grid, light fixtures, and mechanical equipment, enclosing the area to create a private office, and adjusting the ceiling grid, light fixtures, electrical and communication outlets, and mechanical equipment as shown in the provided design. Conduct partial demolition and renovation of interior rooms. Additionally, the contractor shall install new conduit to support future installation of card swipe and security camera systems (to be accomplished separate from this contract). New Construction: Contractor shall prepare the site north of building for construction of a mobile ground control station (GCS) compound. Site preparation shall include clearing and grubbing the area, over-excavation and fill of an existing AFFF containment pond, saw cut and removal of various pavements. Upgrade the existing electrical distribution system to support the load of the new GCS compound, to include installation of a new high voltage switch fed from existing manhole, a new transformer, and the necessary distribution panels, conduit, and conductors. Construct four of the six GCS pads; Also construct reinforced concrete pads to support sliding gates, a new concrete access drive east of the GCS compound for fuel trucks, and perform necessary sidewalk and airfield pavement repairs where necessary as a result of the electrical and communications installation. Construct a 7-foot tall chain link security fence with bottom rail and double extension arm with 6-strand barbed wire along the top. The fence shall have two motorized 10-foot wide sliding access gates.
