- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify sources with demonstrated capabilities and experience for minor steel modifications to two existing stop log framing structures so that hoists can be used to lower stop logs for dewatering. A minimum 1 ton hoist will be required to operate each of the stop logs. Once dewatered, the low flow sluice will be inspected and measurements taken by a slide gate manufacture for fabrication of 4 new 48" x 72" heavy duty cast iron slide gates. When gates are delivered on site and low flow sluice is dewatered, the Contractor will remove the existing slide gates and install the new slide gates. Installation of the slide gates will require floating plant due to the location of the outlet works. Estimated weight of this size of slide gate with frame is 3 tons. An optional item will be available for modifying the existing stop log framing structures further by raising them to allow for stop log removal. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238120, Structural Steel and Precast Concrete Contractors. This support will be limited to only small businesses eligible under 8(a) concerns. Provide business size and a Point of Contact. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. The Government requests interested offerors submit their capability and experience response no later than 9:00 a.m., Central Standard Time, on 10 May 2016, and should not exceed 5 one-sided, 8.5 X 11 inch pages, with the font no smaller than 10 point, to karla.l.babb@usace.army.mil.
