Description
The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office (PEO) Littoral Combat Ships (LCS), intends to issue a Request for Proposal (RFP), under full and open competition, to provide mission module hardware, including structural frames, power supplies, containers, support equipment, and handling equipment via step-ladder pricing for production and spares. This acquisition will include performance-based engineering labor and a provisioned item order contract line item. The LCS Mission Modules (MM) Design Engineering, Production, and Sustainment (DEP&S) contract is projected to be awarded in 2017 with one base year and four option years. The DEP&S contractor will be an industry partner providing integration and sustainment services and the production of mission modules, containers, and support equipment. The DEP&S contractor will serve as the single entity responsible for the continuous development, integration, production, fielding, and sustainment of LCS mission modules during the period of performance. The contractor's responsibility shall include, but may not necessarily be limited to: •· Interface design, equipment installation planning, and industrial level and at-sea qualification testing of the MM. The contract will cover the integration engineering, systems engineering, and ship integration engineering associated with delivery of the MM. •· Design and development of MM packaging components, including mounting units, containers, equipment transporters, power supplies and conditioners, cable kits, cradles, and storage containers. •· Integration of mission systems with the MM, including coordination with mission system developers to facilitate integration and resolve issues. This will include the products of future competitive efforts, including the integration of products resulting from science & technology efforts, the SBIR program, and other potential sources. •· Integration of the MM with the LCS, including coordination with the shipbuilders to facilitate successful integration. •· Production and assembly of the MM from a wide variety of components and systems. •· Life cycle sustainment of the MM. Life cycle support will be performed primarily at the government-owned Mission Package Support Facility (MPSF) at Naval Base Ventura County in Port Hueneme, California. PMS 505 (Fleet Introduction and Sustainment) is the LCS life cycle sustainment program office and will direct this activity in coordination with PMS 420. The DEP&S contractor shall: · Support world-wide systems engineering and logistics operations of the LCS mission modules, including on-site support at MM Readiness Centers. •· Conduct local support operations as mission modules are prepared for installation, installed, and removed from ships. •· Monitor performance, assess the need for repair or refurbishment, track spare parts, and coordinate shipping of components. •· Conduct post-installation check out of mission packages. •· Conduct post-removal check out of equipment and material. The release of the draft solicitation provides industry an opportunity to comment on the solicitation before the formal solicitation is released. This acquisition will be a follow-on to the Mission Package Integration Services (MPIS) contract, number N00024-06-C-6311. Northrop Grumman Corporation (NGC) Aerospace Systems, 600 Grumman Road West, Bethpage, New York, 11714, is the incumbent industry partner. This announcement serves as a pre-solicitation notice only. This notice is not a contract, request for proposal, or commitment of any kind.
