- Market Survey Draft Performance Work Statement The Department of Defense Education Activity (DoDEA)/Domestic Dependent Elementary and Secondary Schools (DDESS) is conducting market research to determine the interest and extent to which businesses are capable of providing a comprehensive education program, grades 9 through 12 (K-12) for approximately 200 eligible regular dependent and 20 eligible special education dependent children of Department of Defense personnel residing the U.S. Military Academy installation at West Point, New York. This is a Sources Sought announcement only for purposes of conducting market research. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The DDESS is considering a single-award. The type of contract will be determined after evaluation of market research. The primary anticipated North American Industrial Classification System code (NAICS) for this acquisition will be 611110 (Elementary and Secondary Schools). Interested businesses are invited to review the attached "draft" Performance Work Statement (PWS) which details the requirement. Please use the "Market Survey" questions below to record your capabilities demonstrating ability to successfully perform the requirements. This format will be used as a uniform format for consistency in recording and analyzing responses. The survey will indicate the following primary capabilities: 1) the capability to perform all requirements specified in the PWS. 2) Past Performance information demonstrating relevant past experience within the last three years providing this type of service. 3) Demonstrate knowledge of risk management and how to analyze and implement strategies to mitigate those risk factors. 4) Business status/size (large, small, small disadvantaged, 8a, woman owned, service disabled veteran, Hub Zone or any other socio-economic group for NAICS 611110. All interested businesses are required to respond to this sources sought announcement via email by 17 MAY 2016 at 2:00 PM EST. Responses must include company point of contact information. The information provided in response to this sources sought will be used to determine the procurement approach for this requirement. All interested businesses must provide capability statement to Alicia Prince via email at alicia.prince@am.dodea.edu. Notes: 1) Interested Vendors may submit input/suggestions for the improvement and/or clarification to the draft PWS while in draft form (include your input/suggestions in #16 of the survey). 2) Recommend that responses have minimal graphics and colors in order to reduce file size. Email file greater than 10 MB will not be received by the DDESS network server.
