- Reps&Certs This publication constitutes a Funding Opportunity Announcement (FOA) as contemplated in the Department of Defense Grants and Agreements regulations (DoDGARS) 22.315(a). A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. The Naval Research Laboratory (NRL) will not issue paper copies of this announcement. NRL reserves the right to select for award all, some, or none of the proposals submitted in response to this announcement. NRL will not reimburse for proposal development costs. Technical and cost proposals and any related materials submitted in response to this FOA will not be returned. All proposals will be treated as sensitive competitive information and contents will be disclosed only for the purpose of evaluation. General Information A.Agency Name and Location: Naval Research Laboratory 7 Grace Hopper Ave Monterey, CA 93943 B. Program Title: NRL Visiting Scientist Program (VSP) C. Funding Opportunity Description The U.S. Naval Research Laboratory (NRL) through its detachment at the Stennis Space Center, Mississippi (SSC) seeks proposals under authority of the National Defense Education Act (1959) to stimulate visiting scientists which may include university faculty, postdoctoral fellows, recent graduates, and both graduate and undergraduate students. The Visiting Scientists Program (VSP) provides a valuable connection between the NRL and academia. Participants are afforded a unique work experience to enhance their professional development and increase their research contributions in their chosen field of study in the atmosphere effects, analysis, and prediction fields. Participants in the VSP conduct broad-based, multi-disciplinary scientific research to ensure Navy/DoD battlefield environmental information dominance. Research is guided by experienced NRL scientists who serve as mentors. The program also serves as a mechanism for the continual transfer of knowledge from the academic community to NRL. NRL reserves the right to reject all proposals if none are found suitable. Depending upon the availability of appropriated funds, NRL may: (1) make multiple awards under this FOA; and (2) Consider options exercisable for multi-year performance. D. Programs with scientists with relevant experience in the following areas are encouraged: •numerical methods •parameterization and explicit representation of physical processes •assimilation of in situ •remotely sensed and other non-conventional data sources •dynamic initialization •variational analysis and adjoint techniques •predictability and sensitivity issues •tropical extratropical teleconnections •tropical cyclone prediction, •air-sea interaction •large eddy simulations •aerosol modeling •nowcasting •coupled air-land-ocean-wave models E. Instrument Type The Government anticipates that award(s) will take the form of a Cooperative Agreement(s). Proposal Content and Format A.The technical proposal shall include, at a minimum, a/an: (1) cover page which shall be labeled "Proposal", and shall include: (a) the FOA #: N00173-16-R-FO02 (b) proposed title (c) the Offeror's Administrative and Technical Points of Contact, including telephone numbers, facsimile numbers, and e-mail addresses (d) the applicant's DUNS Number, CAGE Code, and Taxpayer Identification Number (2) executive summary not to exceed one page. (3) description, in 15 pages or less, of the proposed VSP program and how it will encourage interation, resource sharing and the overall goals of the VSP program: (4) itemized budget which shall, as applicable, address: • Direct Labor Costs and Hours • Administrative and Clerical Labor Costs and Hours • Applicable Fringe Benefits and Indirect Costs • Travel Costs • Materials & Supplies • Subcontractors and Consultants • Recipient Acquired Equipment or Facilities • Other Direct Costs • Itemized budget summary to include documentation to support all proposed costs. (5) Include a Project Schedule and Milestones; (6) Discuss how Reports will be provided; (At a minimum, the following reports are required under this effort: Quarterly Reports and a Final Report) (7) Discuss proposed Management Approach; (8) Describe your organization's qualifications; (9) Include references from past grant-type instruments (grants/cooperative agreements). Evaluation Criteria A.Criteria 1 and 2 below are of equal value. When combined, they are more important than criteria 3. (1) Degree to which creative approaches to achieving the objectives of the proposed VSP; (2) The offeror's ability to implement the proposed approach as demonstrated by specific accomplishments in similar projects and by the qualifications (including relevant experience) of the proposed key personnel; (3) Proposed cost and cost realism. Proposal Information A. Award Type: NRL anticipates awarding one or more cooperative agreements to qualifying institutions. The following regulations apply to Cooperative Agreements awarded under this FOA: •2 CFR Part 220: Cost Principles for Educational Institutions (formerly OMB Circular A-21, source August 31, 2005) •2 CFR Part 225: Cost Principles for State, Local, and Indian Tribal Governments (formerly OMB circular A-87, source August 31, 2005) •2 CFR Part 230: Cost Principles for Nonprofit Institutions (formerly OMB circular A-122, source August 31, 2005) •OMB Circular A-133: Audits of Institutions of Higher Education and Nonprofit Institutions (Revised June 27, 2003) B.Funding Profile: The Government anticipates that any cooperative agreement resulting from this FOA will be funded on an incremental basis, as provided in the cooperative agreement terms and conditions.
