- Attachment 2 – Provision Response Template Attachment 1 - RFQ – CLIN(s), Clauses, Provisions, and Addenda This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The solicitation number is HSFE20-16-Q-0013, and this solicitation is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87-2, effective April 06, 2016. This is a total small business set-aside under NAICS Code 561621 - Security Systems Services (Except Locksmiths), the size standard of which is no more than $20.5M in average annual receipts. Please reference Attachment 1 for a list of contract line item numbers and items, quantities and units of measure, including options. This is a requirement for EST3 Fire Alarm System Equipment. Please reference Attachment 1 for a description of requirements for the items to be acquired. This is a requirement for supplies to be delivered thirty (30) days after award to the Mount Weather Emergency Operations Center (MWEOC) in Mt. Weather, VA 20135. The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition, and addenda to the provision are included within this combined synopsis/solicitation. As permitted by FAR 12.602(a), evaluation procedures in accordance with FAR 13.106-2 in lieu of the provision of 52.212-2 shall be utilized and are described in Attachment 1. Reference Attachment 2 for instructions concerning the submission of a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, and there is no addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The additional FAR clauses cited in this clause and applicable to this acquisition are indicated within this combined synopsis/solicitation. Additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices are as follows:  As this is a commercial item (supplies), the Government intends to award a Firm-Fixed Price (FFP) Purchase Order (PO) to the Offeror whose offer is most advantageous to the Government based on the factors contained within this combined synopsis/solicitation.  All additional FAR provisions and clauses and Homeland Security Acquisition Regulation (HSAR) provisions and clauses applicable to this combined synopsis/solicitation are included within this combined synopsis/solicitation in Attachment 1. The full text of the FAR and HSAR provisions and clauses can be found either at: http://farsite.hill.af.mil or www.acquisition.gov.  Additional FEMA / MWEOC clauses and terms and conditions are applicable to this combined synopsis/solicitation are included within this combined synopsis/solicitation in Attachment 1. There is no applicable Defense Priorities and Allocations System (DPAS) and assigned rating associated with this requirement.
