- NOTICE OF INTENT TO AWARD A SOLE SOURCE BLANKET PURCHASE AGREEMENT (BPA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The US Army Geospatial Center (AGC) intends to enter into a sole source Firm-Fixed-Priced BPA with Environmental Systems Research Institute, Inc. (ESRI) for Arc Geographic Information Systems (ArcGIS) proprietary computer software products and services under the authority of FAR 8.405-6(a)(1)(i)(B) for a period of three years. The NAICS code for this acquisition is 511210 Software Publisher. The Government will consider all vendors capabilities received by 10 May 2016 of publication of this Notice of Intent.
