ONE-ON-ONE MEETINGS WITH INDUSTRY AND VEHICLE DISPLAY Program: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT) Subject: MARKET RESEARCH FOR THE STRYKER FAMILY OF VEHICLES (FOV) LIFECYCLE REQUIREMENTS IN THE AREAS OF (1) LETHALITY; (2) SURVIVABILITY; (3) LOGISTICS; (4) IN VEHICLE NETWORK; (5) AUTOMOTIVE ENHANCEMENTS; AND (6) INDUSTRY OUTREACH INITIATIVES Reference: Please refer to the Stryker sources sought that closed on 01 April 2016 for additional information regarding the market research being conducted: https://www.fbo.gov/index?s=opportunity&mode=form&tab=core&id=d014af10af667bf88afffa8073963dcb When: Wednesday, 11 May 2016 (All Day) Thursday, 12 May 2016 (Morning, before the Army Contracting Command - Warren Industry Engagement Session) Friday, 13 May 2016 (All Day) Locations: One-on-One Meetings: Detroit Arsenal (DTA) 6501 E. 11 Mile Road Warren, MI 48397-5000 Building: Location is based on meeting topic. As such, a building number will be assigned after scheduling your appointment. An escort may be required. Vehicle Displays: Detroit Arsenal (DTA) 6501 E. 11 Mile Road Warren, MI 48397-5000 Building: 219 Time: 25 minute (Maximum) for one-on-one followed by a 30 minute walk-around with vehicles (Approximately 1 hour total). Display Vehicles: The following will be on display: Infantry Carrier Vehicle (ICV), Double V and a Rolling Chassis. Note, multiple companies may be scheduled at the same time to ensure access is given to all during the timeframe established. Scheduling: All participation in this event shall be on a voluntary basis and all participants are responsible for bearing all costs associated with doing so. Contact Kristen Milner at kristen.w.milner.civ@mail.mil to schedule your 1-hour (maximum) One-on-One Meeting and Vehicle Display visit. Available time slots will be scheduled on a first come, first serve basis and will take place between the hours of 8:00 AM - 5:00 PM, local Warren, Michigan time (last time slot will be scheduled for 4:00 PM). All scheduling requests for participation must be received no later than Friday, 29 April 2016. Interested companies shall observe the following: • Groups are limited to 5 individuals; • Groups and members of groups must be escorted 100% of the time by Government personnel; • Parties are allowed to view, measure and analyze the display assets; however, photographs or video recordings are prohibited. • Parties are not allowed to disassemble or operate the display assets. • Foreign Nationals may not attend this event. Should a foreign company have an interest in the event, it shall send representatives with US citizenship only. To request a time block, interested companies shall e-mail the following information to Kristen Milner, at kristen.w.milner.civ@mail.mil: • First and last names of all individuals attending the event; • Date requested (May 11th, 12th or 13th, 2016). Dates and time slots will be assigned by availability on a first come, first serve basis; • Company Name & Cage Code; • Main Point of Contact for the Company; • Primary topic of discussion: 1) Lethality; (2) Survivability; (3) Logistics; (4) In Vehicle Network; or (5) Automotive Enhancements. All contactors will be asked to provide suggestions for what could make them competitive for future Stryker requirements. • Completed STA Form 17 *; and • Completed STA Form 17-1 * * Registration using the STA Form 17 and STA Form 17-1 (embedded below) must be complete and submitted by Friday, 29 April 2016. Failure to do so may reduce the amount of time you can access vehicles. Incomplete forms will not be processed. However, the following fields should be left blank: Primary POC information, Alternate POC information, G-2 Approvals, sponsor information, and anything labeled "for visitor control center use only". Miscellaneous: No contract will be awarded directly from this announcement or event. Participation in the One-on-One Meeting and Vehicle Display is voluntary and no reimbursement will be made for any costs associated with preparing for or attending this event. No contractor informational data, brochures, proposals or other like material will be accepted during this event.   GROUND RULES AND ASSUMPTIONS FOR ONE-ON-ONE MEETING AND VEHICLE DEMONSTRATION • The One-on-One Meetings and Vehicle Display will be conducted in accordance with FAR 15.201 to obtain more feedback related to the Stryker RFI that closed on 01 April 2016. • The One-on-One Meetings are for companies to provide additional information in an open forum with a Questions and Answer (Q&A) period. The Government may have questions in advance that will be sent to the POC that requests the meeting. • The One-on-One Meetings and Vehicle Display process is intended to preclude the Government from entering into any conversations which could be perceived as providing an unfair competitive advantage. Any new information provided during the meetings will be provided via email to all attendees. • The Government will not provide assessment on merits of company information or technology discussed. • The One-on-One Meetings and Vehicle Display will remain at the UNCLASSIFIED level. These meetings will not include any classified information from either the Government or companies. • Meetings will be limited to ONE request per company as a potential prime contractor. Companies are allowed to bring potential subcontractors and teammates. Subcontractors or teammates will not be allowed to have a separate meeting with the Government. Meetings are limited to no more than 5 individuals. • To the maximum extent, the Government will provide answers to questions, however, if the answer(s) require the Government to provide further depth or information), those answers will be distributed via email to the main POCs provided. Questions and answers issued via email will exclude any information that may disclose a contractor's proprietary or confidential business strategy information. The Government will make its best effort to inform contractors on answers that the Government determines will be included in the email distribution prior to providing the answer in order to allow the question to be retracted. Q&A's will be distributed to the contractors via email after 15 May 2016. • Providing written questions during the One-on-One Meeting is optional, and encouraged, but should be limited to prioritized questions that can be addressed during the meeting. • Questions and comments can be submitted via email to usarmy.detroit.peo-gcs.mbx.stryker-rfi@mail.mil.
