- Department of Homeland Security United States Citizenship and Immigration Services (USCIS) Non-Optical Card Consumables Document Type: Special Notice Solicitation No.: HSSCCG-16-R-00016 Description: Non-optical card consumables for the production of USCIS' Employment Authorization Document Card Posted Date: May 4, 2016 Response Date: May 16, 2016 no later than 5:00 pm Eastern Time Product Code: Group 76 – Books, Maps, and Other Publications NAICS Code: 325211 – Plastics Material and Resin Manufacturing 1. PURPOSE The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on supplies may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized card production when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency's requirements. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Requirement Section below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. It is specifically intended to determine whether there are potential offerors qualified to provide non-optical polycarbonate card stock, holographic stamps and related storage for production of secure identification documents known as Employment Authorization Document (EADs), and Technical Analyses and Technical & Security Exchange Meetings Monthly Support Labor, in accordance with the requirements specified in Section 3 of this notice. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice. 2. BACKGROUND The USCIS Document Management Division (DMD) manages the secure identification card personalization systems to personalize secure USCIS cards in a manner that assures efficiency and maximizes security. The current portfolio of secure cards produced within DMD includes the Permanent Resident Card (PRC) and EAD Cards. USCIS currently has over 50 million personalized cards in circulation. These cards have been specially designed and contain embedded security features and other physical characteristics that make them unique to the USCIS even before personalization by the Card Personalization System Technology Refreshment (CPSTR). The CPSTR is a complex card identification system that receives data, personalizes and issues cards, and provides systems feedback regarding completion and mailing of cards. 3. REQUIREMENTS USCIS is seeking to award a firm-fixed price contract for up to 1,500,000 non-optical polycarbonate card stock, holographic stamps and related storage for production of secure identification documents known as EADs, and Technical Analyses and Technical & Security Exchange Meetings Monthly Support Labor. The Contractor shall supply the ordered amount of complete non-optical polycarbonate card stock units to USCIS’ Corbin Production Facility (CPF), in Corbin, Kentucky, and Lee’s Summit Production Facility (LPF), in Lee’s Summit, Missouri, in accordance with the specific requirements of each delivery order. A complete laser marked non-optical card includes a holographic stamp as well as the card stock itself. All card stock, and accompanying items, shall match existing units exactly in terms of appearance, security features, artwork and functionality. Additionally, all card stock and hologram stamps shall be capable of being processed in the current CPSTR, without modification to the existing system configuration. The card stock will match the current EAD card stock, and shall be capable of being encoded in the current CPSTR system. The card shall conform to abrasion resistance and durability requirements as defined in the applicable standards ISO/IEC 7810 and 10373. Cards shall be delivered in a ready to personalize condition. Cards must be able to accept: laser marked text, and grey scale images and laser marked clear tactile features, as marked by the CPSTR laser marker modules. 4. RESPONSE DELIVERY, FORMAT, AND GUIDELINES 4.1. Delivery Responses are due no later than 5:00 PM Eastern Time on May 16, 2016. Format Responses shall be in Microsoft Word for Office 2010 or compatible format. The response shall be divided into two parts. All e-mails shall adhere to size limitations of the USCIS firewall which is 10MB per email. DO NOT PROVIDE PROPRIETARY INFORMATION. Part 1 of the response shall provide administrative information, and shall include the following as a minimum: · Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. · Corporate web site address. · Business size (if small, describe preference categories). · Data Universal Numbering System (DUNS) number. · Taxpayer Identification Number (TIN) -North American Industry Classification System (NAICS) code classifications. Part 2 of the response shall address, in detail, the business’ capabilities of fulfilling the requirements identified in Section 3 of this notice.
