T-38C Emergency Egress Modification Sources Sought Synopsis: Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code 336413 which has a corresponding Size standard of 1250. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Service-Disabled Veteran­ Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar products offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. There is no solicitation available at this time. Any request for a solicitation will not receive a response. 3. Purpose: is to gather comments and identify potential solutions to problems that may arise when employing a strengthened forward canopy on the T-38. 4. Background: The T-38 System Program Office (SPO) requires an industry response regarding innovative or diverse technology to accommodate the potential complications of a heavier canopy, as well as determine a means of stopping ejection in the event of a failed canopy jettison. The current 0.23 inch thick stretched acrylic transparency has been the catalyst of several bird strike related mishaps. The T-38 SPO is contemplating replacing the current transparency with a stronger, thicker, and heavier material. The stronger transparency will negate the Through The Canopy (TTC) ejection capability, and the additional weight may have an effect on the jettison timing. The T-38 SPO is seeking input on possible solutions to the aforementioned issues, as well as, information of any other consequences not previously mentioned. 5. Scope of Task: a. Develop a solution to resolve the possibility of seat-to-canopy interference during an ejection. Due to increased weight, the canopy will not jettison as quickly as the current configuration. There is some evidence to suggest that the added weight of a stronger canopy may cause the Martin Baker MK16T seat to collide with the jettisoned canopy during ejection. b. Provide a means of back-up canopy removal. The stronger transparency will negate the current TTC as a back-up egress option. Thus, in the event of a canopy jettison failure, the current seat would eject into the transparency. With the stronger transparency there will need to be a method to stop the seat from firing in the event of a failed jettison; to allow manual removal of the canopy by the pilot c. Identify any other probable complications of increasing the weight on the forward canopy that are not acknowledged above that will assist the government in developing a possible requirement d. The T-38 SPO is looking for solutions that resolve the above concerns with minimal modification/cost to the existing system. The goal is not to redesign the ejection or ISS system, but to minimally modify it to accept a heavier canopy and compensate for the loss of the TTC ejection. The Government does not own any data to the Martin Baker MK16T seat; all data is proprietary to the manufacturer. All proposals should take into account the desire for minimal cost and minimal modification with a rough order of magnitude (ROM) estimate for unit cost and schedule. e. All proposed solutions should be in accordance with Mil-Std 9479E and Air Std 61/5A. 6 Information/Format Potential offerors willing to become qualified source must be able to submit a Source Approval Request (SAR). Potential offerors shall provide information on relevant performance history and/or evidence of capability to satisfy this type of requirement, to include the NSN or PN (if existent). Potential offerors will demonstrate the offeror's infrastructure and integration capability to provide all aspects of this task to include but not limited to the following: • Designing aircraft components, specifically aircraft egress systems • Previous Government projects/qualification/approval/contract by similarity • Other pertinent data concerning your qualification to design the required item. Please submit electronically your response in an executive summary format and must include the following: • Name and address of Company • Points of contact • Telephone number • Email address • Webpage URL • Primary NAICS If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing information. Final vendor responses are due by close of business 26 May 2016. The government does not intend to make an award on the basis of this Request or otherwise pay for the information solicited herein.
