- Description
- The U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC), Natick, MA, is soliciting sensing technology capable of monitoring an individual's hydration status in real-time. Army plans to integrate this device into an existing sensing platform within 5 years. Technologies must satisfy the following criteria in order for future consideration: 1- Ability to integrate with existing soldier sensing system/platform 2-Light weight 3-Non-invasive or minimally-invasive Respondents should describe in their concept papers how hydration status monitoring is measured; how data is collected; the size and weight of the technology; any relevant data illustrating hydration monitoring capabilities; any unique or proprietary construction requirements related to the technology; costs associated with producing and maintaining the technology; relevant company background & experience, personnel, or patents; a sample (optional); and any other information that the respondent believes demonstrates the value of their technologies and the ability to meet the aforementioned desired criteria. Physiological status monitors that also assess hydration will be accepted. Technologies in various stages of development will be considered. All interested firms and manufacturers, regardless of size, are encouraged to respond to this request for information. Information submissions should include product description, how it addresses our military need, product literature, and relevant company background/experience. Available product pricing may also be provided as part of the information submission. This sources sought is for information and planning purposes only and does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP) and is not to be taken as a future commitment by NSRDEC. Interested parties shall also supply the following information: name of company and point of contact, telephone number, address and email of POC, business size (i.e. large business, small business, SBA certified HUBZone Business, Economically Disadvantaged Small Business, Woman-Owned Business, Service-Disabled Veteran-Owned Small Business), proposed NAICS code, a brief description of the technology/product. The findings from this Market Research effort may impact future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers for proposals at this time. This is a Request for Information and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes. Responses to this request for concept papers are not offers and cannot be accepted by the Government to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. All information received in response to this request for concept papers that is marked proprietary will be handled accordingly. Capability Statements, including attachments, are limited to ten (10) pages. Responses should be submitted in MS WORD and/or MS Excel or PDF, including attachments. Interested sources shall include information regarding a firm's experience, personnel, and facilities. Any information/samples submitted will not be returned, and no payment will be made by the government for such information/samples. Any testing results will be controlled and used for governmental purposes only. THIS IS NOT A REQUEST FOR PROPOSAL. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the Government. Interested parties should respond by June 4, 2016.
