Description
Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is not currently available. The Government may or may not issue solicitation documents. This is a follow on to RFI VA243-16-N-0005. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Network Acquisitions and Logistics program is conducting market research for qualified firms (Service Disabled Veteran Owned Small Business set aside) capable of delivering medical grade bulk oxygen to VISN 3 hospitals. New York Harbor Healthcare System, Hudson Valley Healthcare System, New Jersey Healthcare System, James J. Peters VAMC, and Northport VAMC. Applicable NAICS Code is 325120, Industrial Gas Manufacturing, with a Small Business size standard of 1000 Employees. Firms desiring consideration shall provide by email a statement, no longer than 2-3 pages, on how they provide 51% of the work. No Marketing material, that will be considered non responsive. The following information is also needed, and shall be sent directly to the Contracting Officer referencing the following in the subject field, "VA243-16-N-0588 Bulk Oxygen for VISN 3 ": Company Name: Proof of SDVOSB Street Address, City, State and Zip Code: DUNS Number: Point of Contact Name: Point of Contact Phone Number: Point of Contact E-mail Address: IMPORTANT NOTE: Responses to this Sources Sought notice must be submitted via e-mail to the Contracting Officer's E-mail: tina.cavalieri@va.gov and received no later than 10 AM eastern time on May 12, 2016. This is a market survey for informational and planning purposes only. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Requirements: 1.The contractor shall deliver medical-grade liquid oxygen within the time frame specified in the schedule for the facility. The time frame identified may be either the number of calendar days after receipt of the Government's order; the specific days of the week for delivery; the specific time intervals between deliveries; a specified reorder point; or other specified ordering and delivery method(s) and schedule. 2. Tank(s) shall be filled according to facility requirements or as agreed upon in a written document signed and dated by the COR. 3. Emergency delivery shall be provided within 24 hours after receipt of the Government notification. Contractor shall respond to the facility by either telephone or email within one hour to confirm receipt of an emergency notification to ascertain the nature of the emergency. The emergency status shall be determined by the Government when conditions warrant, such as an actuated main bulk tank low level alarm, imminent alarm condition, or system leak. 4. All medical gas manufacturers and fillers of medical gases shall be registered with FDA as a drug manufacturer. All oxygen shall be manufactured, processed, packed, transported and stored according to the FDA's Current Good Manufacturing Practices (CGMP) regulations and all labeling shall comply with FDA labeling regulations (21CFR Part 201). 5. All contractors owned equipment shall be maintained or repaired in accordance with NFPA 50 Standard for Bulk Oxygen Systems at Consumer Sites, current edition and FDA's Current Good Manufacturing Practices regulations. 6. For those facilities having contractor owned tanks the contractor shall provide, install and maintain bulk oxygen tank(s) with appropriate back-up systems through the duration of the contract. The contractor shall be liable for the integrity, suitability and safety of contractor owned tank(s) that will insure compliance with applicable regulations standards and normal good practices. 7. The contractor shall install required valves in a location to allow for proper operation without the potential interference of ice buildup. Pipe insulation shall be installed to prevent ice buildup on piping, valves, unions, etc. prior to the first fill. 8. For those facilities having contractor owned tanks the contractor shall provide telemetric equipment to take daily tank readings automatically. This is not a requirement for sites with government owned tanks, but for all facilities which have contractor owned tanks, this is a mandatory requirement.
