- W91238-16-R-0037 Attachments and Appendices containing: W91238-16-R-0037 for Stirling Solar Array Overhaul/Repair NOTICE OF J&A FOR OTHER THAN FULL AND OPEN COMPETITION Title: Completion of Stirling Solar Array and repair/overhaul of existing Stirling Solar Arrays, Tooele Army Depot, UT Notice Type: J&A Original Posted Date: 3 March 2016 J&A Posted: 19 Apr 2016 RESPONSE DATE: 05-19-2016 at 2:00 pm Set-Aside: N/A NAICS Code: 237130 Power and Communication Line and Related Structures Construction Sources Sought: The proposed contract is for construction services for which the Government intends to negotiate with only one source under authority of 10 U.S.C. 2304(C)(1) (FAR 6.302-1). The Sacramento District, Army Corps of Engineers intends to award a sole source award with Hunt Electric Corporation at 7900 Chicago Ave S, Bloomington, MN 55420. Work to be Performed: (a) The resulting contract requires the contractor to provide for the following: • Repair of existing Heater Control Modules (HCM) within existing Solar arrays already furnished in the prior CDM contract. • Replacement of non-existent, or otherwise non-repairable Heater Control Modules (HCM) • The evaluation, repair, and replacement of each Sterling Solar Generator in accordance with plans and specs (with spares and GFP). • Repair, replace, correct deficiencies identified of each Stirling solar array. • Perform operation testing and commissioning of system so that operation is according to plans and specs. • Design, develop, and integrate Information Assurance (IA) into ALL systems in accordance with the Risk Management Framework (RMF). This includes all hardware, all software and all equipment associated with the IA system. • Perform Software Optimization (SO). This includes an evaluation of the system software. Contractor shall monitor and control performance of the software, and provide a detailed report of findings, to include recommendations to be incorporated into the system by the Contractor. The Contractor shall provide the software necessary for a fully functioning Stirling solar Array • Remove and maintain vegetation growth within the Stirling array fenced boundary to a maximum of 6 inches during this contract. • Provide an approved web access to the power output of the Stirling solar array system. The information that shall be real time information provided to TEAD, (to include system snapshot updated every 15 minutes), system performance and weather information parameters at current time and selectable by date/month/year, system information, and educationally related information and lessons. Submit sample data of web access/control system to Government for review and approval prior to implementation. • Test Stirling solar array system in the field for design performance. All test results shall be furnished to the Government as part of the "block by block" Commissioning Report. Contractor shall perform system testing of installed Stirling solar array on all system power blocks and record in the Operation & Maintenance (O&M) manual. System start-up procedure shall be followed as outlined in the Stirling solar array manufacturer's Installation Manual and the Inverter Manual. • Provide training of Government personnel on the operation and maintenance of the Stirling solar array to include the monitoring and web access/controls as well. • Provide equipment, labor, and materials necessary to interconnect the Stirling solar array system to the local utility as well as coordinating all interconnection agreements with the local utility. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; it is for informational purposes only. Interested persons may identify their interest and capability to respond to this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
