- he Department of Interior, National Park Service, Ohio Major Acquisition Buying Office (OHMABO) is issuing a Request for Proposal (RFP) P16PS00922 for Masonry Repairs at Cuyahoga Valley National Park, Ohio. The work of this contract will consist of multiple styles of masonry repair projects. RFP ISSUANCE: The RFP is available for download at FEDCONNECT. The anticipated period of performance is 90 calendar days after receipt of the Notice to Proceed. Note: There will not be a public bid opening for this requirement. The anticipated closing date is June 6, 2016. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. GENERAL INFORMATION: IAW FAR 36.204, the estimated magnitude of the project is between $50,000 and $150,000. This is not the Government Estimate. A evaluation will be conducted in accordance with FAR Part 15, Lowest Price Technically Acceptable Source Selection Procedures, utilizing the technically acceptable proposal with the lowest evaluated price (LPTA); whereas Technical and Past Performance when combined are equal to cost/price. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. All responsible sources may submit a proposal, which shall be considered by the agency. As per DIAR 1405.207 Preparations and Transmittal of Synopses: The Evaluation Factors are located in Section L of the Table of Content and the factors are as follows: Volume I to be reviewed and evaluated by the Contracting Specialist/Contracting Officer Volume I, Tab 1. Cover letter Volume I, Tab 2. Standard Form 1442, Solicitation, Offer and Award and completed Pricing Schedule (Section B) Volume I, Tab 3. Representations and Certifications (Section K) OR the SAM Print out (www.sam.gov) Volume I, Tab 4. Bid Guarantee (e.g., Standard Form 24, Bid Bond) Volume II to be review by the Source Selection Evaluation Board: Volume II, Tab 1 Technical Experience on Similar Contracts Volume II, Tab 2 Past Performance, Construction Volume II, Tab 3 Project Management Plan This project is subject to the Davis-Bacon Act. Bonds will be required as follows: Performance and Payment bonds - 100% of the contract price. Insurance will be required for this project. Be advised that this requirement may be delayed, cancelled, or revised at any time during the process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. SYSTEM FOR AWARD MANAGEMENT: To be eligible for a government contract, contractors must be registered in the System for Award Management (SAM) government system prior to award.
