Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the information in FAR subpart 12.6, using Simplified Acquisition Procedures found at FAR part13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The solicitation number is N00189-16-T-0293 and is issued as a Request for Quotes (RFQ). This solicitation documents and incorporates provisions and clauses in effect through 2005-87-1 and DFARS Publication Notice 20160325. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 721110 and the Small Business Standard is $32.5M. This is a competitive, 100 % Small Business Set aside contracting action. The U.S. NAVY requests responses from qualified sources capable of providing: Hotel Lodging services in the specific geographical location of Staten Island, New York. Period of performance is 17 May 2016 to 01 June 2016; service location is: Brooklyn, New York. Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. This announcement will close at on 11 May 2016 at 10:00am local time, Norfolk, VA. Contact Misty Alvarez who can be reached by email at misty.alvarez@navy.mil. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. System for Award Management (SAM) Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed online at http://www.sam.gov/. The quotes shall include price(s), a point of contact, name and phone number, Cage or DUNS value, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Source Selection Process: The Government will award a contract(s) resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will provide the best value (i.e. be most advantageous) to the Government with price and other factors considered. The Government reserves the right to make split awards, if considered to be in the best interest of the Government. This procurement will be awarded on the basis of low price technical acceptability (LPTA), utilizing Price and Technical evaluation factors. Past Performance will be utilized for contractor responsibility determination only. At the time of the solicitation closing date, offerors shall submit the information specified in paragraphs (1), (2) and (3). A. Proposal Contents: 1. Technical Submission: The offerors technical proposal shall convince the Government that the offeror is capable of fully providing the services identified in the PWS. The offeror shall provide a signed statement which certifies that the offerors intended services will meet requirements outline below and in accordance with the Performance Work Statement (PWS). All hotels and rooms shall comply with the applicable requirements listed in the Performance Work Statement. 2. Price Submission: The offerors price submission shall include: Completed Pricing Schedule - The offeror shall submit a detailed Pricing schedule to solicitation N00189-16-T-0293, and if applicable, executed copies of any amendments, and executed Representations and Certifications, unless completed in ORCA. Signed copies may be submitted via electronic mail to misty.alvarez@navy.mil. Offerors responding to this solicitation are advised that, prior to award, the Government may request offerors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar services, sales history for the same or similar rooms and services, price lists with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted proposal. B. Evaluation: (a)The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Acceptability and Price. The Government will utilize a Low Price Technically Acceptable (LPTA) source selection process. (b)The Government intends to award a contract without discussions. Accordingly, each Offeror should submit its most favorable terms from a price and technical standpoint. However, the Government reserves the right to establish a competitive range and conduct discussions if later determined by the PCO to be necessary. (c)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further actions by either party. Before the offerors specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 1.Technical Acceptability (Acceptable/Unacceptable) Evaluation: The Technical proposal will be evaluated on the offerors signed statement which certifies that the offerors intended rooms will meet requirements listed in the Performance Work Statement. Then Technical proposals will be rated Acceptable or Unacceptable using the ratings and descriptions outline in the table below. All Unacceptable Technical proposals will not be further evaluated. UnacceptableProposal does not clearly meet the minimum requirements of the solicitation. 2.Price Evaluation: Price will be evaluated for price reasonableness pursuant to FAR 13.106-3(a). The Government may evaluate any and all information submitted by the offeror to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. 3.Past Performance Evaluation: Past performance will not be evaluated under this Competitive Acquisition. This requirement is for generic commercial hotel services and evaluating past performance other than for determining contractor responsibility provides no additional benefit to the Government. Offerors will be evaluated on the basis of technical acceptability, which is the most important factor in delivering hotel lodging services to the Government. The market research revealed and procurement history corroborated that the vendors capable of performing these types of requirements have not received any negative past performance rating as documented in CPARS, FAPIIS or PPIRS. Therefore, the Government has a high confidence level that performance does not constitute a value added discriminator evaluation factor for award. Hotel Facility Requirements: The hotel shall be available to all, regardless of race, creed, national origin or gender. Facilities shall be handicapped accessible. Additionally, the double rooms (2 beds in each room) shall be large enough to accommodate two (2) Navy Personnel plus their corresponding personal effects and gear. Each bed shall have a firm mattress with box springs, mattress pad or cover, two pillows (pillows shall be at least six inches thick to provide proper support) and pillow cases, two sheets, one blanket, and one bedspread. The hotel rooms to be quoted shall be smoke-free unless specifically requested by the occupant to be smoke-friendly upon check-in. These requests shall be accommodated only if smoke-friendly rooms are available at no additional cost to the government. The hotel shall be located within 5 miles of Brooklyn Cruise Terminal (within the Navys immediate area of operations for Fleet Week 2016). The hotel shall provide for a convenient staging area for US Navy personnel gear and equipment during check-in and out for all weather conditions. The hotel shall have a front desk which is staffed 24 hours a day. During the entire duration that Navy personnel will be guests at a specific hotel facility, the hotel shall designate a dedicated person to coordinate hotel room reservations, cancellations, early dismissals, etc. with the designated Government Point of Contact. Hotel rooms shall be provided with individual room-controlled heating/air conditioning units with the necessary ventilation to maintain room comfort. The government reserves the right to consider awarding a contract for hotel rooms to multiple contractors or in bulk to one contractor. 4. Additional Rooms: Additional rooms, (10 singles and 10 doubles) shall be provided by the contractor at any time during the period of performance) at the rates identified in CLINs 0001AA-0001AB when requested by the Contracting Officer, subject to room availability. 5. Cancellation: The US Navy Reserves the right to cancel up to 20% of rooms contracted-for at no cost provided that the cancellation is communicated only by the Contracting Officer to Contractor/Hotel Sales Manager and/or designated representative at least 24 hours prior to the designated occupancy date. In the event such cancellations take place, contractors shall itemize cancellation fees for each CLIN/SUBCLIN (0001AA-0001AB). 5.1. No Show (Check-In); Early Dismissal (Check-Out): Participating hotels shall provide with their proposals, the No-Show (check-in) and Early Dismissal (check-out) policies applicable for the 2016 NYC Fleet Week hotel requirements. Due to various Fleet Week events at different periods within the timeframe hotel rooms are required, Navy civilian and military personnel may be required to either check-in late, check-out (Early Dismissal), or No-Show to accommodate operational schedules throughout the described Manhattan boundaries included above. The US Navy will incur no charges for Early Dismissals (early check-out) since Navy personnel will be checking-out at the hotel front desk prior to their departure. 6. Internet: A minimum of seventy-five (75) percent of the room accommodations shall include internet access at no additional charge. 7. Parking: Hotel shall specify if parking is available at the hotels facilities or in the surrounding area to ensure the government can make parking arrangements. 8. Hotel Safety Requirements: To be eligible for award, the hotel must be compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. Seq.), and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. Offers proposing facilities that are not listed will be rejected as non-responsive. In addition, the offerors facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12010 et. seq.). 9. Hotel Health Requirement: Hotel must also follow the New York City Department of Health guidelines for prevention, detection, and elimination of bed bugs in hotels found at http://www.nyc.gov/html/doh/html/vector/vector-faq1.shtml, as well as other pertinent federal, state, and local laws. 10. Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) Requirement: The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the hotel lodging services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) S, Utilities ONLY; (5) V, Freight and Shipping ONLY. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
