Description
PRE-SOLICITATION NOTICE: This is NOT a request for proposal. This is a synopsis for a competitive, total small business set-aside for a service acquisition as required by FAR Part 5.2. Vendors shall NOT submit proposals until the Final Solicitation is posted to this website. The 325th Contracting Squadron, Tyndall AFB, FL, announces the anticipated release of the Comprehensive Backflow Survey/Repair Service solicitation to be on 12 May 16. The purpose of this contract is to provide Comprehensive Backflow Survey/Repair Service. The survey is to be performed in Florida on all Tyndall Air Force Base (TAFB) and respective Geographically Separated Unit (GSU's) facilities. GSU's include facilities located in Carrabelle, St. George Island, Apalachicola and Sumatra. The goal of this survey is to identify cross connections, inventory backflow preventer assemblies (BFPA's), and recommend corrective actions to address unprotected cross connections and existing BFPA deficiencies to achieve compliance with applicable Air Force, federal, state, and local requirements. Based on real property estimates, 520 buildings exist on the properties to be surveyed. Install new appropriately classed BFPA's at unprotected cross-connections and replace existing BFPA's that are not rated appropriately for the respective cross-connection hazard in an effort to eliminate hazards endangering life, safety, and health. The duration of this contract is expected to be 120 days. The solicitation will result in a firm, fixed price contract The successful contractor will be selected using lowest price technically acceptable source selection procedures in accordance with FAR 15.101-2, resulting in the best value for the Government. The solicitation will only be available on the website at www.fbo.gov. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this solicitation package. Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation. The applicable NAICS Code and size standard for this acquisition are 238220 and $15M. This acquisition will be a competitive total small business set-aside. To be eligible for contract award offerors must be registered in the System for Award Management (SAM). Registration is accomplished via the SAM website at https://www.sam.gov/portal/SAM.
