- This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Purpose In accordance with FAR Part 10, SSP is conducting market research to identify businesses capable of providing for technical services support of the Security Forces Qualification & Certification Management (SFQCM) Tool, an Advanced Skills Management Industrial (ASMi) software application. The contract type considered is Firm Fixed Price Level of Effort (FFP-LOE). SSP is seeking concise capability statements (see 'Capability Package Submittal Requirements' section ) which identify the vendor's current capabilities to perform/execute the requirements identified in 'Description of Requirements' s ection. Only small businesses that are classified as small business under NAICS code 541511 are to submit capability packages. Description of Requirements SSP requires contractor support to provide operational support, maintenance, software fixes, and functional improvements to the Security Forces Qualification and Certification Management (SFQCM) tool, an ASMi software application which identifies, tracks, and assigns individual security force member(s) qualifications for duties. The tool also generates an accurate security 'watchbill', assigning only qualified and Personnel Reliability Program (PRP) certified personnel to a security watch (guard). The contractor will also need to do the following: --issue software and security patches in accordance with Navy requirements as required. --maintain, update and/or create application configuration management and life cycle management data in accordance with Navy requirements. --ensure that application updates do not degrade the security of the application such that the application is no longer compliant with DoD, Navy and SSP Information Assurance (IA) policies. --analyze the impact of changes in IA policy, monitor IA compliance, and complete annual IA reviews. Additional tasking(s) may include the following: --integrate additional database functionality into the ASMi application. --establish ASMi connectivity with outside DoD web based training databases. Period of Performance The Period of Performance is estimated to be 60 months (base year plus four option years). Capability Package Submittal Requirements Interested sources shall submit a capability package in Microsoft Word (compatible format) or PDF format that is restricted to no more than three (3) 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point. Packages are due no later than Thursday 12 May 2016, 1600 (EST) and shall be submitted via e-mail to Angela Frye at angela.frye@ssp.navy.mil. ALL submittals shall include the following information: 1. Company Administrative Information, including: a. Company Name; b. Company Point of Contact (email and phone) and Title; c. Company Address; d. DUNS No; and e. Cage Code 2. Identify your small business socio-economic status (if applicable). 3. Under which NAICS code(s) do you currently provide technical software support? 4. Specifics addressing the subject matter expertise, capability, and experience with regard to the software support described under 'Description of Requirements' section. 5. Capability of some personnel to obtain a Secret clearance. 6. Related past performance information. Responders should indicate which portions of their responses are proprietary.
