- ATTENTION: This Synopsis Amendment informs the contractors of the following changes: 1. Option No. 3 and Option No. 4 will be included in the Solicitation targeted to come out 23 May 2016 or earlier. Both Options are described below. 2. Option No. 3 requires synthetic fiber reinforced concrete reef balls if exercised. 3. Option No. 4 requires stone filled Geogrid Marine Mattress - Type IV, which includes assembling the marine mattresses with stone fills, foundation layer preparation, placement of marine mattresses and final prepartion; placement of geotextile filter fabric warning signs; and construction transition areas. The following activities are anticipated under this contract, including: This Placement Area (PA) 1A-Cell 2 completes the project General Navigation Features (GNF) work and prepares PA for 20 year maintenance cycle. Work involves marine structures and containment dykes and marine mattresses. All open water. Access by flotation. 2-7ft - water depth. Options No. 1 and 2 address the same work. Either Option No. 1 or Option No. 2 will be exercised at time of contract award. No additional time will be added to the Contract if an option is awarded. Option No. 1 Geogrid Marine Mattress - Station 0+00 to 40+00, approximate height of 10', which shall include foundation preparation, backfill or excavation, placement and final preparation; placement of geotextile filter fabric beneath the Marine Mattress; elevation surveys; furnishing, transporting, and placing of cellular concrete mattresses and geotextile filter fabric where required; surveys for acceptance; and cleanup as specified herein and as shown. Any corrective actions required to address deficiencies in the initial construction. Option No. 2 Earthen Dike - Station 0+00 to 40+00, approximate height of 10' will be made for the construction of the Earthen Dike, which includes performing required excavation and other operations incidental thereto, disposition of excess excavated material and unsuitable materials. The work will be done in a Shallow channel. Completion Time for Schedule 1 of this project is estimated at 270 calendar days after acknowledgement of the Notice to Proceed for; Option 1 - 0 calendar days after acknowledgement of the Notice to Proceed. Option 2 - 0 calendar days after acknowledgement of the Notice to Proceed. These options are mutually exclusive items. The contractor shall begin the construction work within (10) calendar days after acknowledgement of the Notice to Proceed. The liquidated damages shall be in the Solicitation. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages in the amount of (see the upcoming Solicitation), for each calendar day of delay until the work is completed or accepted. The order of magnitude for this effort is estimated between $5,000,000.00 to $10,000,000.00. The estimated Solicitation release date is April 2016 and the award date is anticipated for May 2016. The contractor will be required to provide Performance and Payment Bonds within (5) calendar days after award. The Government contemplates awarding a Firm-Fixed Price contract. This will be a Total Small Business Set-Aside procurement. This synopsis is not an obligation of the Government and all information sent in is voluntary. The Solicitation will be issued in April 2016.
