Description
Synopsis: Portsmouth Naval Shipyard, intends to negotiate, on a sole source basis under the authority of FAR 6.302-1, with all Naval Sea Systems Command (NAVSEA) certified SUBSAFE note 5000 companies for work to be performed on a US Navy Commissioned Submarine. Therefore the government intends to solicit and negotiate with Huntington Ingalls Inc. (4101 Washington Ave, Newport News, VA 23607), Oceaneering International Inc. (2155 Steppingstone Square, Chesapeake, VA 23324), and Electric Boat Corporation (75 Eastern Point Road., Groton, CT 06340). A firm fixed price contract is anticipated with a period of performance of 22 August 2016 - 30 October 2016, with an option period of 31 October 2016 - 10 December 2016. Only contractors approved under NAVSEA Notice 5000, Activities Authorized to Perform SUBSAFE work will be considered. No SUBSAFE/Level 1 work is allowed to be outsourced to a non- NAVSEA Notice 5000 activity without prior NAVSEA approval and Supervising Authority notification. Work to be accomplished will be mechanical and structural repairs, as identified by the Shipyard, on SUBSAFE designated systems and components. This notice is published for informational purposes only and is not a request for competitive quotations, proposals or bids. No solicitation documents are available or will be issued. Any firm that believes it can meet the requirements may give written notification prior to the response due date. The Government will not be responsible for any costs incurred by responding to this notice. All responses are required to be submitted before May 25, 2016, 12:00 pm Eastern Standard Time, and shall be submitted via e-mail to patricia.perkins@navy.mil. Responses must indicate the following in the subject of the email: NOTICE OF INTENT SUBMISSION - PNSY SUBSAFE. Telephone requests or inquiries will not be accepted. All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements and proof of SUBSAFE certification granted by NAVSEA. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements, including recent and relevant past performance. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
