- This is a synopsis/pre-solicitation notice for (non-commercial) supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Philadelphia (NSWCPD) seeks to competitively award a firm fixed price (FFP) purchase order using Lowest Price Technically Acceptable (LPTA) best value continuum source selection process as described in FAR 15.101-2. The Government intends to award one (1) contract to one (1) responsible offeror whose proposal, conforming to the Request for Proposal (RFP), is considered technically acceptable with the lowest evaluated priced proposal meeting or exceeding the acceptability standards for the non-price factors. NSWCPD has established a requirement for the following: Quantity of (5) total Lube Oil Filter Housing Assemblies for the Ship's Service Diesel Generator (SSDG). The Oil Filter Housings must support filtering a 450 gallon per minute lube oil flow for a Farbanks Morse Opposed Piston (OP) diesel engine in accordance with specification 802-7613205. The filter housing is being used to support an alteration to the existing diesel generator that increases the generating capacity of the engine from 1,200 KW to 1,600 KW without having to replace the existing diesel engine. The new filter housing needs to support a 25 percent increase in engine lube oil flow to support the increase in electrical power generation; but still fit in the existing space occupied by the existing filter housing and still meet the system military grade "A" shock and external ship vibration requirements. Each filter housing shall be designed to contain 15 elements conforming to Fed Spec F-F-351F, Type IV, Class 4 and Fed Spec Sheet PIN DD351/7-4. Any additional specifications for the supply items will be listed with the posting of the solicitation. It is anticipated that a first article test unit will be included in the requirement, which may be waived at the discretion of the Government. The required delivery of the supply items is as follows: CLIN 0001 - First Article Test Unit Delivery required 350 days after date of contract award. CLIN 0002 - First Article Test Report Delivery required 280 days after date of contract award. CLIN 0003 - Production Units (Qty. 4) Delivery required within 182 days of FAT acceptance or waiver. Note: If First Article Test Unit is waived, the total number of production units will be five (5). CLIN 0004 - Technical Data (Not Separately Priced) Delivery is required within 182 days of FAT acceptance or waiver. The NAICS Code for this procurement is 333318. This announcement does not constitute a solicitation.
