- This Notification is hereby amended (0001) to extend the response deadline by 1 week. The new deadline extension is until 4pm EDT, Thursday, May 12, 2016. End of Amendment 0001----------- This is a Sources Sought Notice (SSN) issued by DLA Distribution J7 Acquisition Operations, New Cumberland, Pennsylvania. This Notice is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP). Failure to respond to this Notice does not preclude participation in any future solicitation that may be issued. If a solicitation is released, it will be synopsized on the Federal portal for business opportunities. It is the responsibility of potential offerors to monitor the Federal Business Opportunities (FBO) portal for any additional information pertaining to this requirement. DLA Distribution J7 Acquisition Operations is conducting market research to gain knowledge concerning the interest, capabilities and qualifications of the business community sufficient to compete and perform a contract to provide canine drug and explosive detection services for DLA Installation Support at Susquehanna, New Cumberland and Mechanicsburg, Pennsylvania sites. The set-aside status of any future solicitation that may be issued may depend upon the number of responses received and their relevant capabilities as they pertain to the description or work. Responses from small business concerns will receive priority consideration. In the event that insufficient or inadequate responses are received from small business concerns, a review will then be conducted of those responses received from other than small business concerns. Any set-aside decision will be made by the Contracting Officer at a later date. The NAICS code and related size standard for this Notice and any future solicitation is 561612/$20.5M. The Product Service Code (PSC) for this Notice and any future solicitation is S206, Guard Services. Interested business concerns are requested to address their capabilities and qualifications for providing canine drug and explosive detection services in accordance with the attached Performance Work Statement (PWS) by submittal of the following information: 1. A capability statement (limited to 10 pages in length, single-spaced, 11 point font minimum) demonstrating the ability to perform the efforts as described in the attached PWS. The statement should discuss: a. your overall canine drug and explosive detection business operations - also include your company's handler and canine training and certification processes and procedures; your company's handler and canine proficiency sustainment/maintenance training practices and procedures; and your company's general canine care policies and procedures. b. the number of single purpose handler and canine teams available to support the drug and explosive detection services described in the PWS. c. each available single purpose handler and canine team's training and certification together to perform the specific detection service and each available handler's general canine handling and care experience. d. training and certification to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.1 for the canine drug detection teams. e. training and certification to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.2 for the canine explosive detection teams. f. how contingency support will be provided either through the use of own resources or through the use of subcontracted resources; how the one hour on-site response time at the locations identified in the PWS to fulfill the contingency requirement will be supported; and the number of property trained and certified teams to be used for contingency support. 2. Relevant experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract type (indefinite delivery contract or definitive contract), contract value, customer point of contact and current telephone number, and a brief description of how the contract reference is relevant to the scope of work described in the attached PWS. 3. Business size and all socioeconomic designations. 4. Primary point of contact (POC) with mail address, email address, and telephone number The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received.
