Description
Pick up / Removal/ destruction of cylinders NSWCPD PROPERTY MANAGEMENT DIVISION, SUPPLY BRANCH (c/00M2) SMALL ACQUSITION PURCHASE Cylinder disposal contract 1.0 BACKGROUND The Naval Surface Warfare Center Philadelphia Division (NSWCPD) utilizes gas cylinders to support the mission of the organization. A portion of these cylinders (167) are no longer required by the organization and must be safely and appropriately disposed of. Code 00M2 requires a Contractor to pick up government owned cylinders from Buildings 1081, 633 and 77 aboard the Philadelphia Naval Business Center, remove them entirely and dispose of them safely. 1.1 DEFINITIONS a) The Navy command requiring contracted services shall be referred to as NSWCPD; b) The company, firm or agency performing the contracted services for NSWCPD shall be referred to as the CONTRACTOR. c) The government point of contact shall be referred to as GOVERNMENT POC. d) The service required: i. Removal and disposal of (167) gas cylinders. Schedule and performance requirements are detailed in paragraph 2.0 2.0 STATEMENT OF WORK 2.1 REQUIREMENTS FOR PERFORMANCE a) The total period of performance of this contract shall be one month from date of award. b) CONTRACTOR shall remove gas cylinders and dispose of them safely. i. CONTRACTOR shall utilize vehicles and machinery that is approved for use and compliant with local, state and federal regulation. ii. CONTRACTOR shall all be responsible for any refuse, dunnage or palletizing material associated with the cylinders c) CONTRACTOR will contact NSWCPD by telephone or email to schedule a pick-up for the gas cylinders. d) CONTRACTOR shall destroy and dispose of the gas cylinders under the supervision of a designated government employee at the contractor facility. i. CONTRACTOR shall not retain any portion of any cylinder for any reason. ii. Cylinders are not part of any Government Furnished Material (GFM) agreement between NSWCPD and the CONRACTOR. 2.2 DELIVERABLE Pick up will be determined at the time of request. Pick up must be made between the hours of 6:00 AM and 4:00 PM. At a bilaterally agreed time, a designated government employee will be present at the pickup locations to verify cylinder removal. At a future time, a government representative will be present at the contractor owned facility to verify the destruction and disposal of cylinders of the following specifications: Quantity: 167 Dimensions: Various (9"x 51", 9"x 54", etc.) DOT/ICC SPEC: Various Gas Service: Various (Oxygen, Argon, Methane, Nitrogen, Carbon Dioxide, Acetylene) Pick-Up and Delivery will be from the following location: Naval Surface Warfare Center Philadelphia Division Building 1801 1601 Langley Ave Philadelphia, PA 19112 2.3 AUTHORIZED GOVERNMENT POINTS OF CONTACT a) Robert Duffy 215-897-1527 b) Michael Steck 215-897-1148 c) Richard Watkins 215-897-8905 d) Steve Kirby 215-897-1410 e) BILLING: Invoices shall be attached in Wide Area Workflow (WAWF) and an additional copy shall be faxed to the GOVERNMENT POCs at 215-897-8849
