- This is a notice of intent, not a request for a quotation. The Air National Guard has a requirement for skilled personnel to support the Preservation of the Force and Family Task Force program across five (5) states. The complete solicitation package will be made available only through the FedBizOpps (FBO) website at https://fbo.gov/ on or around May 16, 2016. Anyone wishing to participate in this proposed procurement must obtain their copy from FBO. Copies will not be mailed from the Contracting Office. All amendments will be posted on FBO. Contractors will be solely responsible for obtaining amendments from this site to update files. This requirement is being solicited under FAR 15 - Contracting by Negotiation as authorized by FAR 15.000, and is a Small Business set-aside, with the intent to award a Firm-Fixed Price Contract. One (1) award will be made, in accordance with the acquisition procedures established in 16.202. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical capability, past performance and price factors will be considered. The following factors shall be used to evaluate offers: • TECHNICAL AND MANAGEMENT CAPABILITY • PAST PERFORMANCE • PRICE Brief Description of Requirement: The Preservation of the Force and Family (POTFF) program will focus on the whole operator concept to not only assist the GA and ST operator in accomplishing their military missions in the short term, but to emphasize the maintenance of peak performance over the long term in order to lengthen the service life of the "human weapon system while ensuring a high quality production. This long-term perspective means the POTFF program must include rehabilitative services to provide rapid recovery from injuries and performance services to provide focused physical and mental conditioning. When an operator is degraded or de-conditioned, individualized and specialized care is required to rapidly restore his physical capabilities prior to returning him to full-mission-capable status. Hence, as professional athletes are supported by an integrated professional sports model that tailors performance programs to accomplish the mission at peak levels, operators require the same level of support to perform as tactical athletes and must have a comparable POTFF program. The ANG/A3OJ POTFF program manager will have direct oversight of this program to ensure program integrity and continuity. Each unit commander will designate unit-level POTFF program managers. This person will compile and send data/reports when requested by the ANG/A3OJ POTFF program manager. Key Personnel: Physical Therapist/Injury Manager (PT/IM), Athletic Trainer (Certified) (ATC), Strength and Conditioning Specialist (SCS), and Operational Psychologist (OP). Notice to Potential Quoters: NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration. NOTE 2: Notice to Quoters: Funds are presently available for this effort. The Government reserves the right to cancel, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a Quoter for any costs.
