- 1)This is a non-personnel services contract to provide field maintenance support for the prepositioned training fleet (PTF) equipment set, composed of 285 tactical and 60 non-tactical vehicles, 13 MHE vehicles, 425 tents, 419 space heaters, 38 generators, and 42 floodlight sets used to support U. S. Title X and coalition forces at Hohenfels and Grafenwoehr Germany and at coalition and NATO bases in support of OCO and KFOR. a)The Contractor shall provide and maintain Rear Base Camp maintenance operations and administration for Tactical and Non-tactical Vehicles, and up to three (3) On Call maintenance operations manned with Mobile Maintenance Support Teams (MST), and three (3) Recovery Teams during exercise periods. b)The Contractor shall perform all Tactical Vehicle (Field) level Maintenance tasks, both unscheduled and scheduled, to TM -10/-20/-30 level standards using applicable Technical Manuals (TMs), U.S. Army Technical Bulletins (TB's), Lubrication Orders (LO's) and other applicable publications, directives and instructions. c)The Contractor shall provide knowledgeable and certified Global Combat Support System - Army (GCSS-A) operators who shall maintain records of maintenance conducted in a manner consistent with daily motor pool garrison operations using DA PAM 750-35 as a guide. d)The Contractor shall provide qualified Petroleum Supply Specialist capable of conducting CL III Bulk Fuel Testing and Certification, CL III Bulk Fuel Dispensing Operations supplied to Ground and Aviation Equipment and CL III Package Product Support from a central location. e)Contractor shall provide knowledgeable technicians who shall be proficient in the repair and troubleshooting of the SINCGARS Radio Installation Kits. f)The maintenance support teams (MST) shall support forward maintenance and recovery operations. The Contractor shall quickly respond and repair all the Unscheduled Maintenance during the exercises. g)The Contractor shall provide three (3) qualified recovery teams, each consisting of 2 mechanics, either of whom can serve as a qualified recovery operator. h)The Contractor shall perform all -10/-20/-30 (Field) level maintenance support of variations of Tents and Tent Liners. The Contractor shall perform all repair tasks, both unscheduled and scheduled, to TM -10/-20/-30 level standards using applicable Technical Manuals (TMs), U.S. Army Technical Bulletins (TB's), and other applicable publications, directives and instructions. 2)The solicitation will result in a Firm Fixed Price service contract. 3)The performance period is one (1) 12 month base period and four (4) 12 month option periods with performance commencing in August 2016. 4)The solicitation will be issued on or about 20 May 2016 with an anticipated closing date of 20 June 2016.
