Description
Solicitation FA8118-16-R-0037 is cancelled and is re-synopsized/solicited under RFQ FA8118-16-Q-0012. The United States Air Force through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating to procure the Remanufacture of the B-1B Electro-Mechanical Rotary Actuator. The contractor shall provide all labor, facilities, equipment and all material to accomplish repair, test, packing, preservation and packaging of the Electro-Mechanical Rotary Actuator. A firm fixed price fixed quantity type contract is contemplated. FAR Part 13 Simplified Acquisition procedures will be utilized for this acquisition. The requirements set forth in this notice are defined per Purchase Request FD20301601099 as follows: Written quotations will be accepted. Item 0001: Remanufacture NSN: 1680-01-267-9557RK; PN: R16115; Applicable to B-1B aircraft; Quantity: 8 each. Item 0002: Over and Above (TBN); Quantity: 1 LT. Item 0003: Data (NSP); Quantity: 1 LT. Function: Used to provide holding or sweeping the wing forward in the event the wing sweep actuator system malfunction. Dimensions: 8.35 inches long by 5.06 inches wide by 5.37 inches high and weighs 3.5 lbs. Material: aluminum alloy, metal, steel and electrical components. Deliveries are to be in accordance with instructions received from the Production Management Specialist prior to shipment(s): 5 each every 60 days after receipt of order and repairables. Duration of Contract Period: 1 Year from contract award date. Qualification Requirements Apply: N/A. The government does not have the data required to write qualification requirements. The lasts version of the repair technical manual, specification, regulation or instruction would have to be obtained from the OEM. Export Control: This acquisition may involve technology that has a military or space application. The only contractors who may participate are those that are certified and registered with the Defense Logistics Information Service (DLIS) (1-800-352-3572) and have a legitimate business purpose. In order to receive any technical data related to this acquisition, offerors must be registered with Federal Business Opportunities (FedBizOpps) www.FBO.Gov. Requests for data are to be submitted to ocalc.lgldo.public@us.af.mil for Drawings and directly to the PCO and/or buyer for Technical Orders (TOs). The request shall be on company letterhead and include the applicable solicitation number and the specific data needed (e.g. TO number, drawing number). The request must be accompanied by a copy of the current and approved DD Form 2345. The Government is not responsible for misdirected, incorrect, or untimely requests. This requirement is sole source to Whippany Actuation Systems, LLC. (CAGE 81039). The AMC is R3/D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Set-aside: N/A The Government intends to issue solicitation FA8118-16-Q-0012 on or about 6 April 2016 with a closing response date of 6 May 2016 and estimated award date of on or about 31 May 2016. This notice does not in itself represent the issuance of a formal request for quotation and is not intended to be taken as such. Based upon market research, the Government will not be using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. All questions regarding this notice are to be submitted in writing via E-mail or Fax. All questions submitted to this office are subject to be posted in this notice along with the appropriate response(s). Vendor identities will not be disclosed. Prospective offerors must comply with all the requirements of the solicitation and any attachments thereto to be considered responsive. All offerors are to specify in their response whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Also offerors must specify whether they are a U.S. or foreign-owned firm. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition). The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
