- SUBJECT: FA4890-15-R-0019; Pre-Solicitation/Synopsis 1. The Department of Defense, United States Air Force, Air Combat Command (ACC), Acquisition Management Integration Center (AMIC), on the behalf of the United States Southern Command (USSOUTHCOM), intends to procure brand name requirement for Jeep J8 tactical vehicles and related equipment, spares kits, special tools, ancillary equipment, and recurring and related training and services. 2. The primary objective of this effort is to satisfy recurring procurement requirements for tactical vehicles and related equipment, spares kits, special tools, ancillary equipment, and recurring and related training and services. This equipment will fulfill the requirements for tactical transportation of CN forces in support of selected partner nations teaming with the United States in CN activities. This contract will predominantly provide support in USSOUTHCOM Area of Responsibility (AOR) (which includes Central America, South America and the Caribbean nations). Additionally, this contract may also be used by other combatant commands, outside the SOUTHCOM AOR, to fulfill requirements for Jeep J8 tactical vehicles and related equipment support for other federal agencies, Partner Nation (PN), and state and local authorities with CN missions and authorities similar to USSOUTHCOM. 3. The Jeep J8 is the standard tactical vehicle employed by all USSOUTHCOM partner nations. This effort is to procure a brand name item and no other supplies or services will provide satisfactory or cost efficient substitution. The acquisition will be conducted under the authority of FAR 6.302-1(c). The justification and approval was approved on 4 April 2016 for this brand name requirement. 4. Contract Type. The proposed contract will be a Single Award (SA) indefinite delivery indefinite quantity (ID/IQ) with a combination of Firm Fixed Price (FFP) and Cost Reimbursable (CR) contract line items (CLINs). 5. Periods of Performance / Ordering Periods. The ordering period for the SA ID/IQ contract is five years in length. The proposed contract will include five, one-year ordering periods. The anticipated period of performance is 1 August 2016 to 31 July 2021. 6. Place of Performance. Performance under this contract will be outside of the contiguous United States (OCONUS). 7. The NAICS code for this acquisition is 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing, with size standard of 1,500 employees. The selected NAICS of 336992 most appropriately defines this requirement. 8. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in the SAM database by accessing the Internet at http://www.sam.gov. A formal Request for Quote (RFQ) will be issued. This procurement is subject to the availability of funds with an anticipated award date expected by 22 July 2016.
