Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E626, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genomics Core plans to procure on a sole source basis an Illumina NeoPrep Library System from Illumina, Inc. 5200 Illumina Way, San Diego, CA 92122. The purpose of this acquisition is to procure the Illumina NeoPrep Library System which will be dedicated to servicing the needs of the CCR, Genomics Core. The purchase will include installation of the instrument and accessories, by engineers and specialists, protocol development and Genomic Core staff instrument training. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Center for Cancer Research (CCR), Genomics Core, provides NCI intramural investigators with a range of genomics technologies, available either as services delivered by the Genomics Core or as walk-up access to specific instrumentation and technologies. The main purpose of the Core is to provide investigators in Bethesda with access to NGS with rapid turnaround on smaller-scale projects. Secondly, the Genomics Core provides local interactions and sharing of NGS expertise with Bethesda researchers and clinicians, who are seeking to acquire and set up their own NGS capabilities. In alignment with our goals, the Genomics Core has conducted a number of diverse projects requested by multiple CCR labs, and at least two labs that we worked with in the past are have set up their own internal NGS lab units. However, the Genomic Core has recently received multiple requests for RNAseq by users who require a short turnaround time. These customers are currently re-directed to other facilities as the Genomic Core's Government owned MiSeq instrument cannot generate sufficient number of reads to satisfy their requests. Only this suggested source can furnish the requirements, to the exclusion of other sources, because no other sources have instruments which will adequately address current and anticipated future research needs in the area of high throughput sequence analysis of complex biological samples while fulfilling requirements with regard to data quality and volume, fast cycle and small instrument size. Combining innovative technology with a streamlined, easy-to-use workflow, the system is the only platform that can generate quantified and normalized sequencing-ready libraries. Libraries are prepared using precision digital microfluidics technology, delivering high-quality and reproducible results even from low amounts of DNA or RNA. Furthermore, the CCR Genomics Core has been successfully using other Illumina sequencing platforms for its customers in the NIH community since 2012 as part of its established and successful workflow for NGS. The NeoPrep Library Prep System is a machine uniquely qualified for the addressing our sequencing-ready libraries with unrivaled simplicity. This instrument is available only from its manufacturer, Illumina Inc. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 5:00 PM EST, on May 6, 2016. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist via electronic mail at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC62560-24 on all correspondence.
