- VA Pittsburgh Healthcare System is seeking professional engineering services from an SDVOSB (Service Disabled Veteran Owned Small Business) architect-engineering (A/E) firm for an experienced Professional Engineer (PE) to develop combined Spill Prevention, Control and Countermeasure (SPCC) and Preparedness, Prevention and Contingency (PPC) plans for two sites in the Pittsburgh area. One site is located at the Heinz facility, 1010 Delafield Road, Pittsburgh, PA 15215 and one for the Oakland facility, University Drive C, Pittsburgh, PA 15240. An experienced PE is one that is experienced in preparing and revising SPCC and PPC plans for industrial clients. The PE must have prepared and\or revised up to 10 SPCC plans. PE experience and qualifications must be submitted with Standard Form (SF) 330, Architect-Engineer Qualifications (available on line). This project includes, but is not limited to the following: The PE is required to comply with 40 CFR 112 in regard to Spill Prevention, Control and Countermeasure (SPCC) plans and Pennsylvania Department of Environmental Protection's (PADEP) "Guidelines for the Development and Implementation of Environmental Emergency Response Plans" requirements for PPC plans. The content of the plan shall be commensurate with the SPCC\PPC plan requirements contained in the Code of Federal Regulations (CFR) derived from the Clean Water Act (CWA) and PADEP requirements. The PE shall prepare a combined SPCC\PPC plan and associated mapping for each site. Additionally, site specific training shall be developed for each facility. The PE shall develop separate, stand-alone SPCC\PPC plans for both of the facilities identified. In developing these SPCC\PPC plans, the PE shall conduct an onsite evaluation at both facilities to collect necessary data and information. This on-site evaluation will be conducted by the experienced PE certifying the plan and shall include facility inspections, document reviews, and interviews with knowledgeable personnel to inventory all oil containing devices, tanks and equipment needed to be listed in the SPCC\PPC plan and associated mapping. The primary objective of the SPCC plan shall be to prevent the occurrence of an oil spill at the particular facility. Secondary objectives of the SPCC\PPC plan shall include limiting the magnitude of a spill (should a spill occur) and limiting any resulting damage to the surrounding environment (following the occurrence of a spill). These objectives are to be accomplished via the implementation of engineering controls, operational procedures, and administrative actions as described in the SPCC\PPC plan. The PE shall conduct a Quality Assurance (QA) review of the Draft SPCC\PPC plans and mapping developed with VA staff members for both facilities. The PE shall sign, stamp and certify both SPCC\PPC plans. Facility site visits shall be scheduled and completed within two weeks after notice to proceed is given. Contractor will update the facilities spill prevention plans. Contractor may not have access to the VA network or any VA sensitive information under this contract. No VA sensitive information may be sent to/from contractor without VA-approved encryption. This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The estimate of costs is less than $25,000. The NAICS code is 541620 and the small business size standard is $15 million. Interested firms shall submit three (3) copies of current Standard Form 330, Architect-Engineer Qualifications (available on-line) and include the same information on a disk so it can be filed electronically. As per FAR 52.204-4(b): The Contractor is required to submit paper documents, such as offers, letters, or reports that are printed or copied double-sided on paper containing at least 30 percent postconsumer fiber, whenever practicable, when not using electronic commerce methods to submit information or data to the Government. The outer envelope MUST clearly identify the Solicitation Number (VA244-16-R-0996) and the project name, Spill Prevention Control and Countermeasure Plan. Hand delivered packages will also be accepted at Delafield Road address, Bldg. 70, Room 2A229. In addition to the SF 330's, please include a cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT SPCC PLANS. SOCIO-ECONOMIC STATUS OF AND DUNS NUMBER FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's is May 20, 2016 at 2:30pm EST. Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors are bound by the clauses contained in FAR part 4.11 (SAM) and 4.12 (Representations and Certifications) as well as being verified in www.vetbiz.gov as SDVOSB. This is not a request for proposal. The Government is under no obligation to award a contract as a result of this sources sought announcement.
