- American Consulate General Regional Procurement Support Office (RPSO) Giessener Strasse 30, 60435 Frankfurt, Germany Reply to the attention of: Werner Guss, Tel: (+49)(69)7535-3314; Email: gussw@state.gov Date: May 6, 2016 PRESOLICITATION NOTICE Solicitation No. SGE50016R0097 The Regional Procurement Support Office Frankfurt, located at the American Consulate General, Frankfurt, Germany, hereby provides the following Pre-solicitation Notice with respect to the issuance of a Request for Proposal (RFP) for: Roof Replacement at the U.S. Consul General's Residence in Vancouver, Canada. The contract work includes, but is not limited to: Removal of the existing shingle roofing, underlayment, flashing, gutters and downspouts; repair of the existing wood plank deck where needed; pointing brick chimneys where needed; installing new underlayment membrane and copper flashing; installing new cedar shingles on two-way wood batten support system; installing new copper gutters and downspouts; repair or replacement of the existing roofing on the resident's garage; and patching and painting stucco, where removed for the new flashing, to match the existing façade. Additional Requirements: - Temporary protection; - Staged scaffolding; - Expert carpentry and stucco patching required; - Project completion within 180 days, with only 60 days of on-site construction; - Planning and Execution of on-site work so as to create the least possible disturbance to the residents and ongoing residential functions; - Establishing of a plan to enable continuation of residential functions; All work is required to be performaned in accordance with applicable U.S. codes and international codes and standards, e.g., • Underwriters Laboratory Requirements for roof assembly, flame spread, and smoke developed • Factory Mutual wind uplift requirements • National Roofing and Contractors Association, Roofing and Waterproofing Manual • Sheet Metal and Air Conditioning Contractors National Association for roof system details • American Society for Testing & Materials, roofing, waterproofing & bituminous materials • Uniform Building Code, to include structural load and roof drainage requirements • International Building Code A Firm-Fixed Price Construction Contract is anticipated to be awarded as a result of this solicitation. In accordance with the categories specified in FAR 36.204, "Disclosure of the magnitude of construction projects", the total price for this project is estimated to range between U.S. Dollars 100,000 and U.S. Dollars 500,000. (Note: the FAR range determination have been set up to provide relatively wide ranges only, in order to give potential offerors a general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated). Companies considering participation in this procurement action shall request a copy of the RFP by email to gussw@state.gov, preferably not later than June 3, 2016. These requests (and all further communication regarding this project) shall state the solicitation number SGE50016R0097 in the subject line of the email and must include the following company data: Name of Company; complete physical and mailing address; valid DUNS Number and proof of SAM registration (or indication that SAM registration will be obtained); name, telephone number, and email address of the Company Point of Contact. The solicitation package will be made available in the English language only. All correspondence, and all proposals, must be submitted in English. The solicitation package will not be posted on Fedbizopps as it contains SBU drawings. A Pre-proposal Conference and Site Visit is planned to be held in Vancouver approximately mid-June, 2016. Details will be provided to all companies that request a copy of the RFP from the Regional Procurement Support Office, Frankfurt. Participating companies shall be able to assign to this project a sufficient number of personnel to ensure timely completion of the work and shall be in possession of all authorizations, permits, and licenses necessary to perform this construction work in Vancouver, Canada. This procurement will be competed using full and open competition procedures.
