This file contains the sources sought notice. DDG 51 Post Shakedown Availability Request for Information RFI # N00024-16-R-2330 NOTE: PLEASE SEE THE ATTACHMENT TO THIS NOTICE FOR EASE OF READABILITY. IT CONTAINS THE SAME INFORMATION. THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT NOTIFICATION IS FOR INFORMATIONAL AND ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AS AN OBLIGATION OR COMMITMENT TO ISSUE AN RFP, CONTRACT, OR ORDER ON THE PART OF THE GOVERNMENT. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT EXPENDED OR ANY MATERIAL PROVIDED IN RESPONSE TO THIS ANNOUNCEMENT. Purpose The Naval Sea System Command (NAVSEA) is issuing this RFI on behalf of the DDG 51 (Arleigh Burke Class Destroyer) Program (PMS400D) as a means of conducting market research to identify parties with the interest and capabilities to support accomplishment of Post Shakedown Availabilities (PSAs) for ten (10) DDG 51 Class Ships in various homeports The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611, Ship Building and Repairing. Background PSAs are intended to accomplish correction of Government responsible trial card deficiencies; new work identified between ship custody transfer and the start of the PSA; and the incorporation of approved engineering changes which were not incorporated during the construction period and are not otherwise the shipbuilder's responsibility. Requirements and Anticipated Scope PSAs vary in scope and complexity, but a typical per-ship effort requires approximately 150,000 to 225,000 man-hours over a period of ten (10) to sixteen (16) weeks. PSAs often include additional work scope that is performed by Alteration Installation Teams (AITs) and other outside activities. Responsible parties ("Contractor(s)") are expected to provide the necessary program management and manpower in order to adequately manage, integrate, and support the entire PSA work scope. In support of this, a resource-loaded Integrated Master Schedule (IMS) that provides for accomplishment of the total availability work package, including AIT and other outside activity installation modifications, will be required. The contractor will be required to have: • Adequate facilities for the execution of the PSA; • A security clearance issued by the Defense Security Service at the SECRET level; and • The means to dry dock a DDG-51 Class ship (Length: 509.5 ft., Beam: 59 ft., Navigational Draft: 31 ft., Displacement: 9,486 L tons). Prior to and during the execution of each PSA, the contractor will be required to provide: • Anti-terror/force protection measures employed at the Contractor's facilities in accordance with NAVSEA Standard Item 009-72; • Sufficient ship pier/berthing facilities; • Warehouse/storage facilities to accommodate material; • Indoor and outdoor production facilities capable of performing marine pre-fabrication, repair, and machining onsite; • Available and operational power, compressed air, water, and sewage throughout the PSA industrial effort; • Secure and environmentally controlled facilities for combat systems and electronics equipment; and • Government office space and parking is to be provided for the PSA team working onsite. The Contractor shall complete work in a manner which affords for Naval Supervisory Authority certification of the PSA. Per OPNAVINST 4700.8K, conducting the PSA at or near the ship's homeport is desirable to minimize impact on crew training and quality of life. The currently anticipated PSA execution schedule (for planning purposes only, and subject to change) is as follows: Location Est'd Number of Ships Est'd Start Date Est'd End Date San Diego, CA 3 or 4 2017 2021 Everett, WA 1 2018 2018 Mayport, FL 1 or 2 2019 2019 Norfolk, VA 2 to 4 2019 2021 Pearl Harbor, HI 1 2020 2020 Instructions for Respondents Interested parties who consider themselves qualified to perform the efforts described herein are invited to submit a response to this RFI by 1500 EDT on 20 May 2016. If your organization has the potential capacity to perform the above described efforts in one or more of the locations listed above, please provide the following information: 1) Organization name, address, e-mail address, web site address, telephone number, size (large or small, based on the NAICS code size standard of 1,250 employees), and type of ownership for the organization; 2) By location, provide a brief capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff/manpower capability. 3) For each location, given that location's current anticipated workload during the PSA execution schedule provided above, indicate whether or not it could support this effort. 4) If significant subcontracting or teaming is anticipated to deliver the required technical and industrial capability, address the administrative and management structure of such arrangements. 5) In accordance with FAR 52.219-14, should any of the prospective solicitations be competed as a small business set aside, offerors would be required to be small business concerns capable of performing at least 50% of the cost of manufacturing, to include industrial work, planning, engineering, and program management. If you are a small business, include a description of your most likely plan to meet this requirement in the capability statement portion of your submission. All responses to this RFI must be emailed to Sam Bouchelle at samuel.bouchelle@navy.mil. Limit responses to five (5) 8.5" by 11" pages, using 12 point font and 1" margins per location (25 pages maximum). This page count does not include cover pages, title pages, tables of contents, list of illustrations, tab pages, or glossaries of abbreviations and acronyms. Attachments shall be in a Microsoft Word-compatible or PDF format. Do not submit.zip files, as these will not reach the recipient. Limit your submission email to no more than five (5) megabytes (MB) total. Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. Additional Information The Government will consider respondents' likely ability to: 1) Provide efforts consistent in scope and scale with those described in this notice and otherwise anticipated; 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; achieving and tracking performance; hiring and retention of personnel, and risk mitigation efforts. RESPONSES TO THIS RFI MAY IMPACT THE ACQUISITION STRATEGY OF THIS PROCUREMENT, INCLUDING THE USE OF FULL AND OPEN COMPETITION OR A SMALL BUSINESS SET-ASIDE. Per FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of procurement planning. Notices/Disclaimers: • This RFI is not a Request for Proposals (RFP); there is no solicitation or contract anticipated at this time. • This RFI does NOT constitute a commitment, implied or otherwise, by the Government that a procurement action will be issued. • No additional specifications or drawings are associated with this RFI. • There is no funding associated with this announcement. • No telephone inquiries will be entertained. • Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. • The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. • Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. • This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). • The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors providing support to the DDG 51 program which have executed non-disclosure agreements may have access to the submitted material. Submission of material requested in this RFI shall constitute consent to allow access to the material/information by any relevant third party support contractor supporting the DDG 51 program. Submitted material/information will be safeguarded in accordance with the applicable Government regulations.
