- Synopsis_A&E IQC_May 6 Pre-Solicitation Notice The purpose of this Indefinite Quantity Contract (IQC) is to provide quick response professional Architect and Engineering (A&E) technical services to USAID/Pakistan in the sectors of transportation, vertical structures, water control infrastructure, and water and sanitation services. This procurement will be a successor to the current A&E IQC which primarily provides quality assurance services for the USAID's Office of Infrastructure and Engineering (OIE) throughout Pakistan. Services provided under this Contract will supplement, reinforce and expand the scope of engineering expertise offered through the Mission OIE staff. The Contractor will be responsible for providing technical support and, largely, oversight of USAID infrastructure projects and related engineering activities, in accordance with the USAID A&E IQC Statement of Work (SOW). The exact work to be done on an individual project will be defined in the SOW issued with each Task Order (TO). The Contractor shall be responsible for adhering to all pertinent specifications and standards defined in the TO. The Contractor may opt to form a joint venture or consortia, or subcontract with suitably qualified and experienced local Pakistani, U.S. small businesses, as well as international firms to broaden and strengthen its capabilities to perform the variety of work required, in accordance with best international practices and USAID procedures, by this contract throughout Pakistan. In the cases of joint ventures or consortia, one entity must operate as the Prime and be ultimately responsible for the IQC and Task Order performance. The contractor will be expected to have competence in the following sectors: 1.Transportation (roads and bridges). These services include but are not limited to the design of transportation systems: primary and secondary roads, bridges and appurtenant. 2.Vertical Structures. To include but not limited to structural assessment and design of schools, clinics, government centers and other buildings, agricultural, industrial parks, temporary space and other vertical structures as required. 3.Water Control Infrastructure. These activities include but are not limited to the planning, assessment, and design of drainage and irrigation systems and appurtenant, watershed protection systems, dams and storage reservoirs, flood and stream control structures, and the exploration and development of groundwater resources. 4.Water and Sanitation. These activities include but are not limited to the planning, assessment, and design of potable water and wastewater treatment plants and the associated water delivery and collection systems. 5.Energy and Power: The Contractor will provide expertise in only the civil engineering aspects of these activities, as described in the above paragraphs. In all of the above, the contractor is expected to have competence in assuring compliance with all environmental requirements and in construction supervision and quality assurance monitoring.
