- The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures to Edna Buchan. This requirement includes support services required for continued implementation the EPA/DOI US FAS Water Quality Laboratory and Laboratory Technician Certification Program and to provide a supplemental technical training program for US FAS Laboratory Managers. The technical support will be used to improve technical performance among water quality laboratories in the US FAS Specifically, services will include audits of water quality laboratories located in Chuuk State, Kosrae State, Pohnpei State, Yap State, Republic of Palau, and Republic of the Marshall Islands. Training and technical support on laboratory methods will also be required in the same locations. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes Edna Buchan is the only source able to provide the services above to U.S. EPA, Region 9. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work, or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
