- The contractor shall furnish all labor, facilities, mandatory parts, non-mandatory parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following asset Nomenclature: OH-58 Indicator Attitude Input NSN: 6610-01-070-3660 Input Part Numbers: 206-075-714-101, 4030567-291, AV6610OH-58 Output NSN: 6610-01-070-3660 Output Part Number: 4030567-291 Quantity: 40 Minimum, 432 Maximum (72 FMS) The proposed contractual action will be a single award, Five (5) Year, Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul contract, with minimum / maximum quantities listed above. The maximum quantity includes a Foreign Military Sales quantity of 40. It has been determined the Government's needs cannot be met in the commercial marketplace; therefore, Federal Acquisition Regulation Part 12 will not be used. This is not a Critical Safety Item. Technical data is not available to support a full and open competitive solicitation. The overhaul shall be accomplished in accordance with contractor overhaul specifications and drawings. A Product Verification Audit (PVA) is required. This procurement is restricted to the following approved sources: Airtronics, Inc. Tucson, AZ (CAGE 58078) and Aviation Plus Inc. Miami, FL (CAGE 0PNE4). Contractors are encouraged to seek Source Approval Requests (SAR) in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. Award of this requirement will not be withheld for pending SARs. All responsible sources may submit an offer which shall be considered by the Agency. Requests for solicitation will be accepted by mail or email. Brent Hester, Sparkman Center Bldg. 5303 2nd Floor, Martin Road, Redstone Arsenal, AL 35898-5000, or send email requests to richard.b.hester.civ@mail.mil. Proposals may be hand-carried (reference solicitation for details), mailed via the US Postal Service, or delivered by a commercial delivery service. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not close prior to the closing date stated above.
