Attachment 1 Draft ATOMS Requirements and Processes RFI #NNM16568754L The purpose of this Request for Information (RFI) is to assess industry capabilities relative to providing a fully automated task order management system. This RFI is intended for companies that are interested in participating in the Engineering Services and Science Capability Augmentation (ESSCA) requirement for the National Aeronautics and Space Administration (NASA)/George C. Marshall Space Flight Center (MSFC), AL. The ESSCA contract will provide engineers, scientists, and engineering technicians in support of the programs and projects for which the Center is responsible, most notably the Space Launch System (SLS). ESSCA will require that the selected prime contractor provide an Automated Task Order Management System (ATOMS) which will be a web-based application that allows for the paperless processing and management of multiple aspects of the contract. The ATOMS shall be fully capable of implementing the task order management process defined in Attachment 1, Draft ATOMS Requirements and Processes. The ATOMS will also serve as an electronic repository for selected contract deliverables, storage for historical data (such as task orders and funding history), and a funding transfer tool. Note: NASA does not seek to purchase a separate task order management system for the ESSCA contract, therefore, the selected contractor will be responsible for providing, operating, and maintaining the required system. NASA seeks the following information: 1) The capabilities within industry to provide a fully functional automated task order management system that meets the minimum requirements outlined in Attachment 1 on day 1 of the awarded contract. 2) Identification of any requirements outlined in Attachment 1 that are not available or would limit the company's ability to meet the minimum requirements. 3) Identification of any information (e.g. functional requirements) that is not included in Attachment 1 and would be needed in order to provide a thorough response to the ESSCA Request for Proposal (RFP). NASA intends to utilize information provided in response to this RFI to further refine the ATOMS requirement for ESSCA which will be included in the forthcoming ESSCA RFP. By utilizing industry feedback for this purpose, NASA seeks to maximize competition and ensure that the selected offeror is capable of providing a fully operational system at contract start. The information requested is for planning purposes only in accordance with FAR Clause 52.215-3, "Request for Information or Solicitation for Planning Purposes." The Government does not intend to award a contract on the basis of this information nor does this request constitute a commitment, implied or otherwise, that NASA will implement a procurement action in this matter. Further, neither NASA nor the Government will be responsible for any cost incurred in furnishing this information.
