THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, delivery orders under Basic Ordering Agreement (BOA) N00019-16-G-0001 with The Boeing Company for the procurement of F/A-18E/F and EA-18G training systems, to include (but not limited to) modifications and upgrades of the training systems, operational support, courseware and spares, in support of the United States Navy (USN) and Foreign Military Sales (FMS) aircrew and maintenance training needs. These training systems, modifications and upgrades are currently being provided by The Boeing Company of St. Louis, MO as delivery orders under Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract N61339-05-D-0003 and BOA N00019-11-G-0001 as authorized by Class Justification and Approvals (CJ and As). These agreements expired 13 July 2015 and 01 December 2015, respectively. The Boeing Company is the sole designer, developer, and manufacturer of the F/A-18E/F and EA-18G aircrew and maintenance training systems and is uniquely qualified to provide the complete range of program support required by the Fleet. The issuance of the delivery orders under the BOA falls within the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The preponderance of anticipated requirements under the delivery orders is PSC 6930. The NAICS is 333318 with a small business size standard of 1,000 employees or less. All interested businesses are encouraged to respond. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD awarded a sole-source, follow-on BOA with the Boeing Company in December 2015. The BOA provides for the issuance of fixed-price, cost-reimbursement, or time-and-material orders for USN and FMS requirements. NAWCTSD intends to issue sole source delivery orders under this BOA for F/A-18E/F and EA-18G training systems requirements. Orders may be placed under the BOA through 01 December 2020; each order will designate an applicable delivery date. Per FAR 16.703(a), a BOA is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor. A BOA is not a contract. It is anticipated that fixed-price and cost-reimbursement will be eligible contract types for the orders issued by NAWCTSD under this BOA, to be specified in each applicable delivery order. The successful awardee will be required to have a Government approved accounting system since at least a portion of the delivery orders to be awarded are anticipated to be issued on a cost-type basis. THIS SOURCES SOUGHT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool and a notice that outlines the Governments intent to award delivery orders on a sole-source basis to The Boeing Company. However, interested sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, ability to obtain FA-18 and EA-18G aircraft elements and simulation technical data, and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Ms. Jessica Roach (Jessica.Roach@navy.mil) in an electronic format that is compatible with Word 2003, no later than 25 May 2016. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This sources sought notice is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, sole source delivery order awards for F/A-18E/F and EA-18G training systems for aircrew and maintenance will be pursued. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements).
