Description
This is a sources sought synopsis only, (not a pre-solicitation notice pursuant to FAR Part 5). This survey is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10, Market Research. There is no set aside at this time. The purpose of this notice is to gain knowledge of potential qualified sources and is neither a request for quotes nor a solicitation of offers. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is possible for the Government. Responses must provide clear and concise documentation indicating a vendor's bona fide capability to provide this equipment/service. This RFI is encouraging responses from qualified and capable small businesses (including all socio-economic categories). This RFI is issued to assist the agency in performing market research to determine whether or not there are qualified and capable small businesses able to provide the services as described herein. Responses must be received no later than 11:00 a.m. Eastern Standard Time on 20 May 2016. Prospective vendors are cautioned that if you cannot provide the identified services outlined herein, please do not respond to this notice. All prospective offerors who may be interested in participating in a future procurement for this requirement should respond to this Source Sought Notice by responding in FBO's electronic system or by contacting the individual below: David Triplett, Contracting Officer FBI CJIS Division 1000 Custer Hollow Road, Room No. CMT-206 Clarksburg, WV 26306 E-mail: David.Triplett@ic.fbi.gov Phone number: (304) 625-4861 DESCRIPTION: The FBI requires a Contractor to provide all personnel, supplies, equipment, tools, materials, supervision, transportation, and other items and services necessary to perform routine inspections, testing, maintenance, repairs, reporting, and annual fire alarm system operational testing and inspection in accordance with all National Fire Protection Association (NFPA) Codes and Standards, including, but not limited to, NFPA 72 - National Fire Alarm and Signaling Code and NFPA 13 - Installation of Automatic Fire Sprinkler Systems. This intent of this requirement is for a campus wide Fire Alarm Systems inspection/testing, maintenance, repair, and emergency services contract at the FBI's Criminal Justice Information Services (CJIS) Division located at 1000 Custer Hollow Road, Clarksburg, WV 26306. The campus consists of multiple buildings that require fire systems inspection/testing, maintenance, repair, and emergency services for two different fire alarm systems makes/models and components. The FBI's CJIS Division is a secured facility, operational 24/7, with strict requirements for access and movement within buildings of both persons and vehicles. A background investigation will be conducted on all contractor personnel prior to granting access to the site. The FBI requires a Contractor be available to perform emergency repairs of fire alarm systems. The contractor shall respond to all service calls or emergency calls. Upon receiving an emergency call, the contractor shall respond within 30 minutes call back time and shall be on site within a four (4) hour response. This service shall be a seven days a week, 24 hour a day requirement. The two fire alarm systems which serve the CJIS campus are as follows: (1) Notifier Onyx type and (2) Simplex Grinnell 4100 ES type Fire Alarm System. The Notifier Onyx type Fire Alarm System serves the preponderance of the CJIS Division campus and was upgraded in 2015 to the most current version. The complete system consists of the following devices and components: System Component - Initiating Devices: Smoke detectors, heat detectors, pull stations, duct detectors, water flow monitors and control, and monitoring relays. Quantity of initiating devices: 2,597. - Human Machine Interface Workstations, quantity: 4 - Alarm Printer, quantity: 1 - Independent Network Annunciators, quantity: 2 - Fire Alarm Control Panels, quantity: 16 The Notifier Onyx type system interfaces with and controls certain functions of the Siemens Building Management System, six Montgomery/Kone elevators, and one Patterson type electrically driven fire pump. The Simplex Grinnell 4100 ES Fire Alarm System acceptance and annual testing was completed on May 26, 2015. Since acceptance testing the system has been operating normally and currently providing fire detection, initiating, monitoring, and annunciation functions. The complete system consists of the following devices: System Component - Initiating Devices: smoke detectors, heat detectors, duct detectors, water flow monitors, pull stations, fire pump, and associated controls. Quantity of initiating devices: 1,004. - Annunciation Panels, quantity: 18 - Human Machine Interface Tru Sight workstations, quantity: 2 The Simplex Fire Alarm System interfaces with the Simplex Grinnell Fire Sprinkler System, the Honeywell Building Management System, Thyssen Krupp Elevator system, Notifier Fire Alarm System, and Patterson electrically driven fire pump. The FBI is seeking a contractor to furnish inspection/testing, maintenance, repair, and emergency services necessary to provide complete functioning fire alarm systems at all times. All Contractor Technicians performing repairs or programming on the respective Fire Alarm Systems shall be possess a valid and current National Institute for Certification in Engineering Technologies (NICET) Level III Fire Alarm Technician Certification. REQUESTED INFORMATION: Respondents interested in providing a response to this RFI should carefully and submit information which clearly describes the following: 1. Provide company's past experience regarding Notifier Onyx and Simplex Grinnell 4100 ES type fire alarm systems and networks described above. 2. Provide company's experience inspecting, testing, maintaining, and performing emergency repairs to fire alarm and water-based fire protection systems and components, including fire pumps. 3. Provide company's capability of providing staff that would meet the key personnel qualifications described above, including NICET certifications and response time. 4. Provide your company's capability to provide the requirements described above. Summarily address each requirement listed and identify whether or not the company can currently provide each of the requirements. This must include the company's ability to work after normal business hours, respond to emergencies within the specified allotted timeframes, and the capability to conduct onsite work within specified allotted timeframes 5. Provide recent (within the past five years) and relevant experience working with a similar size and scope facility, to include contract numbers, project titles, dollar amounts, and points of contact with telephone number and email address. Include any other Government contracts held, including General Services Administration (GSA) Federal Supply Schedule Contracts. 6. The company shall state whether the concern is a Large or Small Business, and identify if it is a Small Disadvantaged Business, HUB-Zone Business, Women Owned Business, 8(a) Certified, Veteran Owned Business, Service Disabled Veteran Owned Small Business. Include the NAICS in which the company will be providing these services, including a statement of self-certification under the NAICS code. 7. In addition, responses shall provide: Company Name, Address, Point of Contact, Cage Code, DUNS number, Phone Number, Email address, a statement as to whether your company is domestic or foreign owned, and Size of Business pursuant to NAICS code 561621, business size standard $20.5M. ESTIMATED CONTRACT DURATION: Five ordering years. (Base + Four, one year option periods). SYSTEM LOCATIONS: This work is to be performed at the Federal Bureau of Investigation (FBI's) Criminal Justice Information Services (CJIS) Division campus located in Harrison County of Clarksburg, West Virginia. All information submitted should fully support the vendor's definite capability to provide the supplies/service required, and shall be furnished at no cost or obligation to the Government. Verbal responses are not acceptable and cannot be considered. Any interested party requiring additional information may inquire with the below point of contact.
