Description
Description and Total Costs 1.0 SCOPE. This SOO defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) for a Centralized Inverter System in the Dial Central Office (DCO), B2407 for supporting the critical equipment. 2.0 REQUIREMENTS. 2.1 TECHNICAL REQUIREMENTS. The contractor shall provide, install, and make a complete turn-key operation of the Centralized Inverter System. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOO. The Centralized Inverter System will be used to provide AC backup power for the critical network equipment at the base demarcation location, B2407. 2.1.1 Inverter Systems Requirements: The inverter system shall be N+1 redundant, modular, hot-swappable, scalable and expandable. The system shall be handled linear and nonlinear loads with low power factors that could support lower power equipment such as modems, PC workstations, network switches, router, servers, and transmission equipment system. The inverter system shall support the following requirements and features: • Initially equip to support 12 KVA load and could be expanded up to 16 KVA or beyond as needed • -48 Vdc input using the Government existing DC UPS system • 120 VAC single phase output • Equip with 20-position AC Output power distribution panel w/ circuit breakers • Equip with manual bypass for service and maintenance purposes • Able to provide LCD system status display for system load, AC output measurements voltage, current, frequency, & output power, alarm/failure information, etc. • The system could be equipped with the cabinet or could be mounted on the Government Furnish relay rack, 19" W x 7' H. The Contractor shall specify which option will be used. • If contractor provide cabinet, the cabinet shall be bolted down into the concrete floor for earth quake zone 4 protections in California. Power Cable. The Contractor shall provide and install the DC power cable from the existing DC UPS to the provided Inverter System. Power cable shall be run on top of the existing cable rack. The distance from the Vista Distribution Panel to the inverter system is approximately 48 feet. Grounding. The Contractor shall provide and install the ground to the DCO grounding ring system. The grounding ring system is available along the cable rack system on the top of the relay rack. Ground can present no greater than 5 ohms with #6 AWG green cable. 2.1.2 Government Furnish Equipment (GFE) and supports: 2.1.2.1 The existing DC Power Plant: The contractor shall be used the existing -48 VDC power plant for the DC power input for the inverter system, see figure below for more details. The VISTA Power Distribution Panel is dual (A & B side) configuration. Each side has 20 circuit breakers. Side A and side B have 12 and 19 positions available. 2.1.2.2 The DCO is equipped with cable ladder and cable. 2.1.2.3 Relay Rack: A 19" W x 7' H relay rack (RR201) is available for use, if needed. 2.2 GENERAL REQUIREMENTS. 2.2.1 Safety Requirements. 2.2.1.1 Site Coordination. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation. 2.2.1.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Base Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed. 2.2.2 Security Requirements. All personnel perform under this contract shall comply with all standard DoD and AF security procedures. All AF information technology system is considered sensitive and proprietary and must be protected. Contractor personnel shall be exposed to information covered under the Privacy Act of 1974, and shall be complied with all applicable safeguarding and handling requirements associated with Privacy Act information. During the performance of this tasking, contractor personnel may be required to access or come into contact with proprietary Government information. Contractor personnel shall not use such information for any purpose other than the performance of this order. 2.2.3 Property Protection. The Contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. When not under the direct control of contractor personnel, all government facilities, equipment, and materials utilized by contractor personnel shall be secured. 2.2.4 Quality Assurance. The Contractor shall provide a Quality Control Program for the life of the project. The Contractor's quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. 2.2.5 Contractor Requirements. 2.2.5.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. 2.2.5.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters. 2.2.5.3 Personnel Requirements. All personnel assigned for this project shall be able to read, write, speak, and understand English. 2.2.5.4 Technician Qualifications. The technician(s) assigned to perform on this project shall have a minimum of 2 years of experience on the electrical power system. 2.2.6 Warranty. The Contractor shall provide a one year warranty or manufacturer's standard commercial warranty for any contractor provided equipment, whichever is longer. The warranty shall also include a one year workmanship warranty for the system. The warranty period shall start from the date of system and/or project acceptance. Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance. 2.2.7 Manuals and Practices. The Contractor shall provide a copy of the latest version of operation, installation, and maintenance manuals and practices/users guide for the installed system. 2.3 OTHER REQUIREMENTS 2.3.1 Site Survey. A site survey/walk through shall be conducted per Contractor request. The cost to attend shall be responsibility of the Contractor. Attending the site survey/walk through is at the discretion of the Contractor. 2.3.2 Project Support Agreement (PSA). The Contractor shall provide the government the PSA prior to the installation. The PSA shall specify the agreement of base support and allied support requirements including: electrical, communications, base access, storage, office space, implementation timelines, etc. 2.3.3 Service Outages. The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment.), Contractor-caused, interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages/service disruption with the base POC in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities). Any damage to government infrastructure due to contractor negligence shall be the responsibility of the contractor and shall be repaired by the contractor at contractor expense prior to completion of the contract. 2.3.4 Installation Schedules. The Government shall coordinate with the Contractor for the installation start. When ready to install, the Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project. 2.3.5 As-Built Drawings. The Contractor shall submit drawings showing the as-built configuration including system equipment/components, system connectivity, and rack/cabinet elevation. 2.3.6 Test and Acceptance/Installation Test Plan. The Contractor shall provide a test plan as to how the system shall be tested to demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall test the system to demonstrate to the Government quality assurance evaluation of the system. These tests shall be accomplished prior to the system being placed into service. 2.3.7 Final Acceptance. The Contractor shall schedule a final project walk-through with the Base POC for final acceptance. 2.3.8 Material Disposal. Dispose the unusable and non-reusable parts/items through the coordination with the base POC. 3.0 GENERAL INFORMATION. 3.1 Place of Performance. The place of performance is March ARB, CA. 3.2 Hours of Operation. The Contractor shall routinely work during normal duty hours of the site. However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Base POC. 3.3 Holidays/Down Days. The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the base POC. 4.0 GOVERNMENT SUPPORTS The Contractor shall coordinate with the base POC for the Government supports. The base POC is 452 CS/SCX, commercial: 951-655-2931.
