- IGF::OT::IGF The U.S. Fish and Wildlife Service Region 6, is issuing a Request for Proposal (RFP) to provide all labor, material, and equipment necessary for the removal of 11.45 miles of existing fence and the construction of 11.45 miles of new fence. The location of the work will be at the Benton Lake National Wildlife Refuge; located in Cascade County, Montana. Removal includes 2.85 miles of three-strand barbed wire fence on cedar line posts, 3.4 miles of 3-strand barbed wire on steel line posts, one mile of four-strand barbed wire on steel and wood posts and 4.2 miles of four-strand barbed wire on steel line posts. New fence construction will be 11.45 miles of a three-strand fence with the top two wires barbed and the bottom wire smooth on steel fence posts. The new fence will primarily consist of steel fence posts; wood posts and braces will be placed at designated intervals, wet areas and steep vertical changes. Calculated length of removal and installation will be close to actual lengths; however the exact quantity of necessary bracing and wood posts will be dictated by site conditions and the specifications. This procurement action is being solicited as a Small Business Set-aside. The NAICS code is 238990, All Other Specialty Trade Contractors; with a size standard of $15 million. The estimated magnitude for this project is between $100,000 and $250,000, with the expected price being on the lower end of the range. The performance period is 90 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated. This requirement is being procured in accordance with FAR Part 36, "Construction and Architect-Engineer Contracts" and FAR Part 15 "Contracting by Negotiation". This project involves the removal of approximately 11.45 miles of existing fence and the construction of 11.45 miles of new fence as defined in the Statement of Work, which will be provided when the solicitation is issued. Detailed requirements and/or specifications will be issued with the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value to the government, based on the evaluation criteria outlined in the solicitation; once issued. Solicitation package number F16PS00553 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net public opportunities on or about May 9, 2016. Contractors MUST be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM registration site can be found at https://www.sam.gov.
