Description
This notice is to post the notitification of award to the below synopsis that was posted on 04 May 2015. Posted on 05/04/15 for RFP N61331-15-R-0019 The Naval Surface Warfare Center Panama City Division anticipates awarding a sole source, cost-only, Indefinite Delivery Indefinite Quantity (IDIQ) Contract to a non-profit educational research institution, Georgia Tech Research Institute (GTRI) of Atlanta, GA, a designated Department of Defense (DoD) University Affiliated Research Center (UARC) (Cage Code 1FEZ4). The contracting activity for GTRI is the Georgia Tech Applied Research Corp, Georgia Institute of Technology, 505 Tenth St., NW, Atlanta, GA 30332-0420. The anticipated contract will provide for research and development support and other scientific and engineering effort funded by all appropriation types. This effort will have a base ordering period of performance of 12 months and four 12 month option ordering periods for a total of 60 months to provide uninterrupted essential research and development support and specialized engineering efforts. This procurement is being processed under the authority of 10 U.S.C 2304(c) (3), which allows the use of non-competitive procedures in order to establish or maintain an essential engineering, research, and/or development capability. 10 U.S.C. 2304 (c) (3) is implemented in FAR 6.302(a)(2)(ii): Establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally-funded research and development center. This acquisition will enable the Navy to access established and essential research, development, and engineering capabilities at GTRI for Command, Control, Communications, Computers And Intelligence (C4I) and Cyberspace Research, Engineering, Science and Technology Support in the following areas: (1) basic and applied research, exploratory, and advanced development of Cyber Assurance and Cyber Operations Capabilities; (2) Cyber Command and Control (C2) and Information Operations (IO) Analytical, Engineering, Test and Training Support; (3) Advanced Malware Analysis ; (4) Cyber Platform Integration; (5) Secure communications, communication systems, and information and cyber technologies Analysis of Alternatives Support and Toolsets; (6) Cyber/Electronic Warfare (EW) Convergence Analysis; (7) C4I Systems Test and Training System(s); and (8) Communication and Information Technology (IT) Research and Development. This requirement is contemplated as a sole source procurement with GTRI; as this educational institution is a Federally-recognized University Affiliated Research Center (UARC) and has maintained a robust strategic relationship with the US Army and other Department of Defense (DoD) and non-DoD agencies since 1971. This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a response which will be considered. All responses should be directed to kayla.m.nelson@navy.mil and must be received within fifteen (15) days from the publication date of this synopsis or by COB 04:00 CDT 19 May 2015. NAICS 541712.
