THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, this Sources Sought Notice is a Request for Information for the purpose of conducting market research to provide data for planning purposes only. This Sources Sought Notice shall not be construed as a solicitation or an obligation on part of Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL). The 87 Contracting Squadron (87 CONS) is conducting market research to determine the availability, interest and capability of potential sources qualified and able to compete for a contract to perform Tertiary Wastewater Treatment Plant/Facility Services at Joint Base McGuire-Dix-Lakehurst (JB MDL). The information in this notice is based on the best and most current information available to date. The information is subject to change and is not binding to the government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities (FBO) homepage at www.fbo.gov. The government shall not reimburse the costs of preparing responses to this sources sought notice/request for information. Tertiary Wastewater Treatment Plant/Facility services includes providing all management, labor, and equipment (excluding government furnished property) to operate, maintain, and repair the Tertiary Wastewater Treatment Facility (TWTF), Land Applications site (LAS), Tactical Training Base Septic System (TTBSS), and the Beneficial Water Reuse System to the standard specified within the performance work statement (PWS). The equipment to be maintained and repaired includes, but is not limited to: manholes, force and gravity sewer mains, lift stations, basins, HVAC, equipment, valves, pumps, piping, emergency generators, motors, conveyors, electrical components, instruments and gauges, and supervisory control and data acquisition (SCADA) system. The contractor is also responsible for grass cutting and snow removal in all areas of direct control. The 87 CONS intends to issue a formal request for proposal (RFP) on or about OCT 2016. The estimated contract period including all options is 1 Feb 18 through 31 Jan 23 with four 1 year-option periods. The NAICS code for this requirement is 221320, Sewage Treatment Facilities. The small business size standard is $20.5M. The government requests interested parties to submit a brief statement of current capability to perform these services in the letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, email address, telephone number, fax number, type of business and size (i.e. small, SBA, section 8(a), historically underutilized business zones (HUBZone), woman owned (WOSB), and/or service disabled veteran owned (SDVOSB); (2) a list of your most recent and relevant DoD and/or commercial contracts (not to exceed 10) to include a brief description names, POCs, phone numbers, value and type of contract, and period of performance; (3) information about your company and why you think you can perform these services; and (4) request for industry comment on the draft performance work statement: a) Please note any major differences in the government's requirement and similar requirements in the commercial marketplace b.) Please identify any portions of the DRAFT PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices and why c.) Identify any particular requirement that will drive up costs and/or risks to performance in meeting our mission d.) Do the references instructions and other publications conflict with established commercial practices? Provide any comments you may have as to standard commercial practices for procuring similar services in the commercial marketplace Depending upon the response to this notice and the market research, the 87 CONS may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. This announcement serves as the first step for 87 CONS to determine the viability of setting aside the procurement of Tertiary Wastewater Treatment Plant/Facility Services for competition solely within or among certain small businesses in selected categories. This is a sources sought notice/request for information only; no solicitation exists or is available at this time. Potentially interested parties are responsible for monitoring the FBO site for the release of the solicitation package as well as downloading their own copy of the solicitation and amendments, as applicable.
