Ellis (11) Description: a. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR Subpart 12.6 and Part 13 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. (SEE ATTACHED SOLICITATION) b. The Solicitation Number for this acquisition is W912BU-16-T-0036. c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05- 87, dated 6 April 2016. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. d. This requirement is Small Business Set Aside; the NAICS code is 236220, size standard is $36.5M. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for renovation of cubicle reconfiguration and kitchenette. Award will be made on the basis of Lowest Price. Service Contract Act Wage Determination No. WD 2005-2449 Rev 17 is applicable to this procurement. f. The period of performance is 90 days after Notice to Proceed (NTP). g. FAR Provisions and Clauses applicable to this acquisition are provided on an attached and are incorporated in their entirety. Each offer is required to fill out and sign the SF1449 and return a signed copy along with their proposal by the closing date and time listed. h. A Request for Quote (RFQ) number W912BU-16-T-0036 (the solicitation) is a separate attachment with a closing date of Monday, 23 May 2016, 5:00 PM EST. Hard copies will not be available and telephonic, written or fax requests will not be accepted. The official media for distribution of this RFQ is Federal Business Opportunities (FBO). Contractors may download the Combined Synopsis/Solicitation (including any drawings) and any amendments via the FBO web site at www.fbo.gov. It is the Offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. One (1) copy of the Offeror's quote shall be submitted electronically to Temekka Ellis at Temekka.s.ellis@usace.army.mil. If there are any amendments to this requirement, all amendments must be acknowledged, signed, and electronically submitted with the quote at time quotes are due. i. Contractors are highly recommended to attend the Site Visit scheduled for 12 May 2016 from 1:30 p.m. - 3:30 p.m. Contractors shall contact Todd Olsen at 215-656-6659 to make arrangements. (12) Place of Delivery: Wanamaker Building, Attn: Todd Olsen, Contracting Division, 100 Penn Square East, Philadelphia, PA. 19107. (13) Set Aside Status: Small Business Set Aside (14) Additional Information: All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300 and registered for "All Awards". Information on getting registered may be obtained by accessing the SAM website at www.sam.gov. Additional instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $30,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans. Information on submitting your report may be obtained by accessing the following internet web site: www.va.gov. There are two rows of moveable file storage to be removed. The length of the filling cabinet is 18 feet. USACE Logistics Division will dispose of disassembled panels and density filings. If awarded the contract, you should call (215) 656-6806/6808 for coordination. Workstations are similar to the adjacent workstations to the left of the work area. The area of work is at column C 9,10 the two cubicles to copy are C 10, 11. If the current fabric has been discontinued, provide a similar color of beige. Kitchenette is base cabinets and countertop 7 feet in length. a. Questions: All questions must be sent, via email, to Ms. Temekka S. Ellis, temekka.s.ellis@usace.army.mil AND Ms. Linda Dobbs, linda.m.dobbs@usace.army.mil, no later than 9:00 am EST on May 18th, 2016. Responses to questions will be posted on FedBizOps and will be made available to all potential vendors. b. RFQ Preparation and Submission Requirements The RFQ shall clearly address all of the information requested herein. Information submitted should be complete and provide a convincing case that the vendor can perform high quality work within schedule and budget constraints. Quote should be thorough and have a breakdown of the brand name and the item number that you are proposing to use. All quotes shall provide the lump sum of pricing. c. Final Inspection Final inspection of the cubicle reconfiguration shall be completed at destination, and after Government personnel have an opportunity to view work. d. Cost of Preparing RFQ Response All costs associated with responding to this RFQ are the sole responsibility of the responding company.
