- Contractor shall provide all labor, materials, equipment, supplies and supervision for Removing, Replacing and Installing Gas Heaters in Warehouse 16 at DLA Distribution San Joaquin CA (DDJC), Tracy CA 95304 The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. It is expected that the contractor will visit the site of work and thoroughly familiarize himself with the conditions existing there. Failure on the part of the contractor to acquaint himself with the site conditions will not be sufficient reason for any increase in contract price. 1. Remove and replace all gas fired heaters as shown in the drawing and Attachment 3 with the new heater as per the following specifications; Minimum input capacity 100,000 BTU, minimum 83% thermal efficiency, minimum output heating capacity 87,000 BTU, ½" gas connection, 4" vent connection size, maximum full load 3.9 Amps, maximum power consumption 276W, minimum air discharge temperature rise 60 degree Fahrenheit, minimum air volume 1345 CFM, discharge air opening 2.01 sqft, output velocity 668 FPM, maximum motor HP 1/20HP, minimum fan dia 16", max sound level 54 Db at 15 feet, Reznor model UDAP-100 or approved equal with 409 stainless steel heat exchanger, totally enclosed fan motor, high wind vent cap, thermostat, vertical louvers, stepdown transformer for 120/208 supply voltage. 2. Remove and replace existing heater flue gas vent pipes and vent caps, as shown in Attachment 3, with new gas vent pipes and vent cap. The one pipe section penetrating the roof shall not be replaced. Gas vent pipe size shall meet heater manufacturer recommendations and double layered stainless steel, aluminum color vent pipe compatible with the new heater exhaust. Flue gas vent shall be UL listed Type B Double layered, inner wall shall be recessed to eliminate damage in handling. All straight runs and elbows vent pipes shall be lock-tight connection for Type B Gas Vent. Vent cap shall be stainless steel aluminum color high wind, Make- Duravent or approved equal. 3. Heaters that require to be removed only as shown in Attachment 3; work include removal and disposal of heater, support structure, electrical and gas pipes up to ceiling, flue gas pipes, vent cap and any other hardware related to heater. One vent pipe section penetrating roof shall not be removed and shall be capped below and above the roof. 4. Remove and replace all existing thermostats with commercial digital 5-2 days programmable thermostats VisionPRO 8000 model Honeywell TB8220U1003/U or approved equal. Remove existing conduit and wires and Install new 3/4" EMT, 2#12 Cu THHN to connect thermostat with the gas heater. Thermostat location shall be located on the nearest wall 10' above the floor level. Thermostat shall have a lockable cover. 5. Install new 3/4" conduit 3#12 THHN for electrical power requirement for a heater from the 120/208V panel only for heaters as indicated in Attachment 3. 6. Install new electrical disconnect switch, 10A enclosed NEMA 1 toggle switch mounted on wall only for heaters as indicated in Attachment 3. 7. Provide support frame, 2" x 2" black powder coated structural steel angles, if required, to install new gas heater at the level to match the existing heater height. Contractor can use the existing heater support structures. 8. Remove and replace all flexible gas pipes of all existing gas heaters with new UL approved flexible gas pipe. Install new copper gas pipe as required to match existing pipe for new/relocated heaters as shown in the drawing and Attachment 3. 9. Remove and dispose entire existing hot water heating system excluding boiler, pump and associated pipes inside the mechanical room in WHSE16- section B1 as per the attached drawings. Work to include all heaters, supply and return hot water control valves, control wires, thermostats, related electrical wires and conduits and any other hardware associated with hot water system inside the section B1. Water supply and return pipes are insulated with asbestos containing mudded insulation. Contractor shall follow OSHA Class I guide line to remove and dispose the entire insulated hot water pipe system from the depot and dispose it as per applicable codes. All electrical conduits/wires starting from each heater shall be removed all the way back to electrical panels. Knock outs in electric panels shall be covered with knock out covers. All work in section B1 shall be performed during weekends Saturday 3:30 pm to Sunday midnight. If work cannot be completed in one week end then contractor shall ensure that entire section B1 is cleaned and purged as per asbestos abatement requirements prior to Sunday midnight to enable employees to access the area safely next day. Refer to section 028213 for asbestos abatement work details. Any holes and any other damage to ceiling, walls etc. of section B1 shall be patched up and painted to match existing color. All work shall be performed complete and in accordance with the specifications, drawings and solicitation requirements. Period of Performance: Contractor shall commence work upon receipt of the Notice to Proceed (NTP) and complete the entire work ready for use within 150 calendar days from receipt of the NTP. The work to be performed shall be during the regular working hours. Contractor's working hours, which do not require a power outage, will coincide with working hours of DDJC, a normal five (5) day, forty (40) hour week, Monday through Friday, from 7:00 A.M. to 3:30 P.M., except Federal holidays. Federal holidays are those days officially observed by the Federal Government. Saturday holidays are observed on the preceding Friday and Sunday holidays the following Monday. New Year's Day, Martin Luther King Day, President's Day, Memorial Day, July Fourth, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day as may be declared by the President to be a Federal holiday. This acquisition is set-aside 100% for HubZone Small Business concerns. The NAICS Code for this procurement is 236220. The small business size standard is $36,500,000.00 The magnitude of this construction effort is between $250,000.00 and $500,000.00. The tentative timeframe for issuance of Invitation for Bid (IFB) SP3300-16-B-0008 for the above stated requirement is on or around May 27, 2016. A pre-proposal/site visit will be conducted. The exact date and time for the pre-proposal/site visit will be stated in the solicitation package. The solicitation will also establish the bid opening date and time. Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the IFB. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the bid opening date. Failure to acknowledge amendments may render your bid ineligible for award. All offerors MUST be registered in the System for Award Management (SAM) Database at http://www.sam.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the bid being eliminated from consideration for award. All responsible small business concerns may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this IFB. Award will be made to the lowest responsive, responsible bidder. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
