- PRE SOLICITATION NOTICE - W25G1V16R0022 Circuit Card Assembly (CCA), Data Communications Interface (DCI) This synopsis is provided for informational purposes and is not to be considered a request for quote/proposal. Pre Solicitation Number W25G1V-16-R-0022 is assigned for tracking purposes. The entire solicitation will be issued on or about June 01, 2016. The required response date will be stated in the solicitation. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is the responsibility of interested sources to review the FBO.gov web page for solicitation postings, notice of amendments, updates or changes to the solicitation. The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to solicit a Firm Fixed Price (FFP) Contract for the procurement of 2,964 Circuit Card Assemblies, specifically Data Communications Interfaces (DCI's), in support of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Program at TYAD. The DCI is a device that links (interfaces) the fielded Precision Real-Time Location System (PRTLS) radio, i.e., a Terrestrial Trunked Radio (TETRA)-based, Sepura Model 8000 radio with tailored firmware specific for JMRC use, with Multiple Integrated Laser Engagement System (MILES) Tactical Engagement Simulation System (TESS) devices. The DCI serves as an integral part of the Player Unit (PU) that transmits location data to the Joint Multinational Readiness Center - Instrumentation Systems (JMRC-IS). All Circuit Card Assemblies shall be inspected for conformance to the Technical Data Package (TDP) Government drawings. The factory acceptance test report must include documentation asserting that all DCI's meet the voltage testing requirements as outlined in the TDP. The contractor shall fabricate, assemble, test, and deliver 10 each DCI's within twenty (20) calendar days from the date of contract award, the remaining 2,954 DCI's shall be delivered within ninety (90) days of contract award for a total of 2,964 Power Interface DCI's. Interested vendors will be required in the solicitation to execute and return a Non-Disclosure Agreement and to be ITAR certified in order to be eligible to receive a copy of the Government's TDP for this requirement. Responsible sources must be capable of manufacturing DCI's to meet the required specifications and delivering within the required timeframes. All deliveries shall be F.O.B. Destination: Tobyhanna Army Depot, Tobyhanna PA 18466-5100. This acquisition will be conducted on a competitive basis as a 100% Small Business Set-Aside and pursued in accordance with Federal Acquisition Regulation (FAR) Parts 15 Contracting by Negotiation and 19 Small Business Programs as applicable. All prospective offerors must be registered in System for Award Management (SAM.gov) prior to award of a contract with any DOD agency. Once solicited all responsible, small business sources may submit a proposal which shall be considered by the agency. The Class Code is 59, NAICS Code is 334418 and the size standard is 750 employees. Defense Federal Acquisition Regulation Subpart (DFARS) 225.1- Buy American Act-Supplies, applies to this acquisition. DFARS 252.225-7001- Buy American Act and Balance of Payments Program, will be included in the solicitation. This notice does not obligate the Government to award a contract.
