Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price delivery order to The Bureau of National Affairs (BNA), against their Library of Congress FEDLINK contract, for access to their online BNA Reference Services subscription. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. The BNA Reference Services subscription is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning October 1, 2016 through September 30, 2017, with an additional three option periods, if exercised. The subscription will be accessed through the SSA's Digital Library, which is located on the agency intranet behind the agency firewall and is password protected. BNA Reference Services provides access to more than 20 databases related to the areas of corporate, business, health, labor, employment, tax, and accounting law. This resource is used by SSA attorneys, human resource managers, and the Office of Retirement and Disability Policy staff for researching labor and employment law, as well as pension and health-related issues. BNA produces more than 350 new and information services known and valued for their unbiased reporting, including the highlight respected Daily Labor Report, and Pension & Benefits Report. This subscription is unique because it provides cross-searching of law with BNA reporting content, enabling SSA components to retrieve a wide range of information on a variety of legal topics. Databases includes in the subscription contain the following: • ABA/BNA Lawyers' Manual on the Web • Benefits Practice Center • Environment & Safety Library • Human Resources Library • Labor & Employment Law Library • Daily Labor Report • Daily Report for Executives • Federal Contracts Report • Government Employee Relations Report • Medicare Report • Occupational Safety & Health Report - Current Reports • Pension & Benefits Daily • Pension & Benefits Reporter - Current Reports • Privacy & Security Law Report • United States Law Week • Health Law Daily • Health Care Fraud Report • Health Care Policy Report • EEO Compliance • Practice Tools A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 12:00PM ET on May 16, 2016. If SSA does not receive an acceptable response to this announcement by May 16, 2016, negotiations will be conducted with The Bureau of National Affairs as the only source and a delivery order will be issued without any additional notices being posted.
