Description
The National Institutes of Health (NIH), National Institute on Aging (NIA), intends to negotiate under authority of FAR 6.3021, on a noncompetitive, sole source basis, with the University of Alabama Birmingham (UAB), for a contract entitled "Objective Measurement of Activity after Retirement in REGARDS Study Participants". This notice of intent is not a request for competitive proposals. However, responsible sources may express their interest by submitting a capability statement or proposal. All capability statement/proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This effort will be for one year. This requirement is in accordance with the authority 41 U.S.C. 253(c)(1) as set forth in FAR 6.3021. PURPOSE/BACKGROUND: The purpose of this new requirement is to collect repeat accelerometry data for all participants who have passed the retirement age of 65, had worn the accelerometer in the past, and who participated in the NIOSHCDC questionnaire. This is new work that is currently not part of the grantfunded study. This requirement will be nested in the REasons for Geographic and Racial Differences in Stroke (REGARDS) Study, which is funded by a cooperative agreement, supported by the National Institute on Neurological Disorders and Stroke. REGARDS is an ongoing cohort study in which a multiracial cohort was recruited with oversampling in the southeastern United States, an area known for having a high risk of stroke. REGARDS is of particular interest because earlier in the study two measures of importance to estimation of activity in old age were carried out. The first was a measurement of activity using an ActicalTM accelerometer, mailed to the participant, and worn on the hip for seven days. The second measure was an occupational questionnaire supported by the National Institute of Occupational Safety and Health (NIOSH) and the Centers for Disease Control (CDC) and administered to cohort members. UAB is uniquely qualified to conduct these studies as the REGARDS study began with the University acting as the Coordinating Center for the study. UAB has developed and maintained the cohorts and procedures in the initial assessment periods up to the present time. The raw data resulting from the initial contract period of this study are owned by UAB and its collaborators in the REGARDS Study and are not publicly available or transferable. This includes a confluence of data from two sources: NIOSH/CDC which conducted the questionnaire and NINDS which has supported the REGARDS study and supported the accelerometry study. In addition, UAB has permission to conduct the REGARDS study and has obtained informed consent from participants at the initiation of the study. Neither is transferable and a new contractor would have to reconsent participants, resulting in a 6 to 9 month delay of the study and added costs. This proposed acquisition was previously publicized under sources sought notices HHS-NIH-NIDA(AG)-RDSS-16-018 and HHS-NIH-NIDA(AG)-SBSS-16-018. All responsible sources may submit a proposal which will be considered by the agency. This notice does not commit the Government to award a contract. No collect calls will be accepted.
