- Industry Day Annoucement This is a notice of intent that the Electronic Warfare/Avionics Division at WR-ALC anticipates issuing a solicitation for production of the all-digital ALR-69A Radar Warning Receiver using a build-to-print Level III Technical Data Package (TDP). A full and open competition (F&OC) for a seven year firm-fixed priced (FFP), indefinite delivery indefinite quantity (IDIQ) contract utilizing the Delivery Protection Program (DPP) in accordance with AFMC MP 5306.302-1(90) is contemplated. The DPP procedures provide the means of competing the maximum practical quantity of a requirement while acquiring a mission essential quantity from a proven source to ensure mission support during validation of a new source. Please reference Section M of the attached Request for Proposal for more detail. The competitive contract will have a 7 year period of performance consisting of a 2 year basic and 5 annual ordering periods with potential quantities up to 779 systems to support ANG, AFRC, Air Combat Command F-16s, Air Mobility Command C-17s and other potential customer requirements. If an unproven contractor wins the F&OC, the company has two years to successfully complete a First Article. Concurrent with an award to an unproven contractor, a sole source award would be made to the proven source for the mission essential quantity. The successful offeror must produce, test, and deliver LRUs, and possibly SRUs, in accordance with the attached Statement of Work, 27 Jan 2016 and Technical Data Package (TDP). The successful offeror will be required to correct any errors found in the TDP and to replace obsolete parts through the ECP process. There is a known obsolescence in the COTS CSP CM4R power PCs. The current supplier, GE Intelligent Platforms, will no longer produce CM4R cards after July 2015. This obsolescence issue must be solved as part of the First Article qualification process. The successful offeror must be able to use, maintain, and produce modifications to a TDP that accurately depicts the final product. The successful offeror must manufacture, test, and ship using facilities cleared by Defense Security Services (DSS) to receive and generate classified information and hardware through the Secret Level. The TDP being posted with this synopsis is not entirely updated to the latest configuration; however, we believe it is adequate for potential offerors to assess their capability to manufacture the ALR-69A system. There are four SRUs that have been redesigned due to DMS issues, and the Government is in the process of reviewing the updated drawings for these SRUs. Once approved, the drawings will be posted to FedBizOpps as an amendment to this synopsis. The final RFP will include the complete updated TDP. The four SRUs that have been redesigned are: CSP A3 (Platform Interface, G719130-1), CSP A4 (Receiver Controller Processor, G719150-2), RR A3 (Digital Receiver, G719794-2), and RR A4 (Power Supply, G719796-2). All of the redesigned SRUs will be form and fit compatible. With the exception of the RR A4 Power Supply, the primary difference between the other three SRUs is the move from Xylinx Vertex II FPGAs to Xylinx Kintex 7 FPGAs. This effort will utilize Technically Acceptable-Past Performance/Price Tradeoff (TA-PPT). Please reference attached draft Request For Proposal. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Foreign participation is not permitted at any level. Solicitation is expected to be released on or around July 2016, with a response due 60 days after issuance. All responsible sources may submit a proposal which shall be considered by the agency. The RFP will be posted at www.fedbizopps.gov. Interested parties are highly encouraged to attend the ALR-69A Radar Warning Receiver (RWR) Industry Day scheduled for 14 and 15 June 2016, please see attachment titled "ALR-69A Radar Warning Receiver (RWR) Industry Day Announcement." The anticipated award date is in the 4 th quarter of Fiscal Year 2017.
